About this file
This Request for Qualifications (RFQ) is issued by the Wentworth Watershed Association (WWA) in cooperation with the New Hampshire Department of Environmental Services (NHDES) and NH LAKES to solicit an environmental engineering contractor for the Lake Wentworth Watershed Management Plan Implementation Phase V project in Wolfeboro, NH. The project addresses stormwater management and water quality degradation in the Wentworth Estates neighborhood, a 1970s-era development of 25 house lots on approximately 18 acres along Lake Wentworth's shoreline. The contractor must design and implement Best Management Practices (BMPs) including repaired dirt roadways with proper crowning, infiltration swales and trenches, stone check dams, sediment traps, berms, boat ramp stabilization using geogrid or similar pervious reinforcement, and native plantings to reduce phosphorus and pollutant runoff into the lake. Key deliverables include preparing a Site-Specific Project Plan (SSPP), completing detailed BMP designs with surveys and soil analysis, obtaining wetland and shoreline permits, overseeing construction of BMPs, developing an Operations and Maintenance plan, designing preliminary BMPs for three additional sites, providing public outreach, and submitting semi-annual and final pollutant control reports. The RFQ submission deadline is June 23, 2025, with contractor selection anticipated by July 3, 2025. Construction is scheduled to commence in spring 2026 and must be completed by August 31, 2026. Applicants must submit one electronic PDF document not exceeding 15 pages, including a cost estimate, firm description, project team qualifications and resumes, related project experience with references, and a detailed project approach with timeline and effort allocation.
Selection will be based on specialized experience in watershed restoration and BMP design and installation (40% weight), project personnel qualifications and references (25% weight), and project approach demonstrating understanding of scope and deliverables (35% weight). The RFQ emphasizes the contractor's need to demonstrate professional experience with stormwater BMP implementation projects, knowledge of local, state, and federal permitting requirements in New Hampshire, and ability to complete work within available budget and schedule. The project is funded through an ARPA Grant; however, the specific total project budget or contract value is not disclosed in the documentation. WWA reserves the right to conduct interviews with applicants, negotiate scope and fees with the highest-ranked firm, and reject any or all submittals. The selected firm must certify eligibility to receive federal funding and compliance with state and federal rules governing grant-funded projects. No specific set-asides for disadvantaged enterprises, incumbent contractor information, or pricing terms are outlined in the RFQ. Questions regarding the RFQ must be submitted by June 4, 2025, with a Q&A summary digest distributed by June 9, 2025.

Introduction:
The Wentworth Watershed Association (WWA) has prepared this Request for Qualifications (RFQ) in cooperation with the New Hampshire Department of Environmental Services (NHDES) and NH LAKES to solicit submittals from qualified engineering contractors to provide the deliverables requested in the subject Scope of Work.
Project Description
This project consists of managing the water run-off, settling and infiltration throughout the Wentworth Estates neighborhood, a 1970’s era development of 25 house lots that share 600 feet of common waterfront on approximately 18 acres on the shores of Lake Wentworth located at Red Brook Circle in Wolfeboro, NH.
Currently, two culverts discharge stormwater runoff from a gravel road that runs through the neighborhood, sloping down toward the lake. Road and culvert deterioration over the years has increased the non-desirable water runoff that goes directly into Lake Wentworth, allowing high levels of phosphorus and other pollutants and sediments to enter the lake, deteriorating lake quality and safety for all those who use it to recreate. There is a gravel boat ramp that frequently erodes directly into the lake.
The Contractor shall propose stormwater Best Management Practices (BMPs) to repair dirt roadways and properly crown the infrastructure for water removal into swales along the sides of the roadway. In addition to the roadway swales, stone check dams, infiltration trenches, and berms will be constructed as required to divert water into existing drainage channels and away from the Wentworth Estates beach area and boat ramp, mitigating pollutants entering Lake Wentworth. The contractor shall also propose ways of stabilizing the boat ramp, including but not limited to geogrid or other pervious reinforcement. Finally, areas will be identified that can support additional native plantings, assisting with natural water infiltration into the landscape, and preventing erosion and sedimentation runoff into Lake Wentworth. The WWA understands this is a proposed approach, and the final design may differ. The result of having these BMPs implemented will be the measured reduction of available phosphorus and other nutrients flowing into Lake Wentworth, helping to prevent a further decline in water quality.

Detail of Deliverable Requirements Deliverable 1: Completion of final site design plan acceptable to WWA, NH LAKES, and NHDES.
Task 1: Coordinate with WWA to develop a conceptual Wentworth Estates Site water management plan to assure excess water from heavy rain and spring snowmelt are properly diverted and infiltrated to areas that will reduce the available phosphorus that enters Lake Wentworth. The proposed Best Management Practices (BMPs) at Wentworth Estates will require infiltration swales and trenches, check dams and sediment traps to manage pollutant laden stormwater from the impervious gravel roadway and prevent direct discharge into Lake Wentworth. These infiltration devices need to be designed to slow down water velocities and improve stormwater pollutant removal efficiency. An infiltration trench strategy will be required in an area closer to the lake adjacent to the existing volleyball court where water is currently ponding. This water diversion will need to discharge into the existing drainage channel.
Task 2: Detailed design shall include a topographic survey and shallow test pits to confirm groundwater and soil types recommended to complete the design of these BMPs. Final design shall include adequate sizing, locating and specifying of materials. Proper BMP volume sizing and depths will be required to ensure compliance with local and state stormwater standards for infiltration devices. Proper surface and subsurface materials will be specified to stabilize gravel roadway areas.
Task 3: Coordination with the WWA neighborhood liaison will be necessary to obtain owner permission for work being accomplished on privately owned properties.
Task 4: In order to start work, permissions through the local conservation commission and state of NH shoreline permit process must be completed. It is expected that standard materials and customary construction practices will be used, therefore, no special construction will be required to implement the BMPs for this project site. It is expected, based on the proximity to the lake and presence of standing water at the time of previous site visits, that some excavations will encounter groundwater and require pumping.
Deliverable 2: Approved wetland/shoreland permit(s).
Tasks: Coordinate with a NH certified wetland scientist to perform a wetland survey of the project area.
Participate in NHDES pre-permit meetings as needed to discuss proposed project design. Complete NHDES Wetland permit application for WWA to submit (permit fees to be covered by WWA). Provide any necessary information as requested by NHDES to ensure the permit is approved in a timely manner.
Deliverable 3: Completion of Site-Specific Project Plan (SSPP) and Pollutants Controlled Report (PCR)
Tasks: Work with WWA to develop an acceptable SSPP under the NHDES ARPA Grant Project Management generic Quality Assurance Project Plan that will cover the models to be used to estimate the pollutant load reductions attributable to the implemented BMPs. The SSPP must be completed prior to the construction phase. Complete a Pollutant Controlled Report (PCR) using the EPA Pollutant Load Estimation Tool, which includes every implemented BMP, within one month after the construction phase.

Deliverable 4: Successful implementation of project BMPs.
Tasks: Following the approved NHDES final design plan, provide oversight of the project during the BMP construction phase that includes being onsite during critical phases of the project. It is expected that continuous communication will occur with the WWA project liaison to keep them informed of progress and issues that happen while the project is being executed.
Deliverable 5: Completion of Operation and Management (O&M) Plan.
Tasks: Work in cooperation with WWA to complete an O&M plan that includes the type and frequency of maintenance required. The local Wentworth Estates Road Committee will be responsible for the long-term maintenance of the BMPs.
