2.01 Scope
The selected contractor shall install and make operational a fully functional security system that will incorporate proximity card based Access Control System (ACS). The security system must have the ability to be remotely accessed by other field locations through a network, modem or another form of communication. The system shall be Underwriters Laboratory (UL) rated. Installation of cabling equipment, testing and training associated with the security system shall be included. Work shall be coordinated with the General Contractor and other Sub Contractors to meet the intended construction schedule. Under normal circumstances it is required that the system will be operated at least one week before occupying the space. Vendor will provide 8 hours of user training, along with user manuals, software, and keys (as appropriate) for all systems.
2.02 Description of the System
The security system shall be comprised ACS devices, positioned approximately as shown on security plans to be provided by DEA. The ACS shall be comprised of HSPD‐12/FIPS‐201 compliant, Software House iStar panels with HSPD‐12/FIPS 201 compliant card readers; which will release electronic locks and/or strikes as well as vehicle gates; will interact with a videophone visitor announcement system; and must be managed by a Software House CCure‐9000 networked system, with a central computer located elsewhere. All systems will be installed per manufacturer guidelines.
2.03 Infrastructure
All wiring and cabling shall be in accordance with Electronic Security Systems (ESS) Manufacturer recommendations. Wiring for all ESS field devices shall not be exposed (i.e. must be internal to a secure space wall, ceilings, doorframes, etc.) upon installation. Wiring for all ESS components should remain within DEA space when possible. When it is not feasible for wiring to remain internal to DEA space the contractor shall provide a tamper resistant or conduit solution to the DEA Security Specialist for review. No wiring may be directly in contact with acoustical ceiling tiles. When replacing existing security system wiring the contractor must remove abandoned ESS wiring in the ceiling per the applicable code. Line security to end devices shall be implemented through End‐of‐Line resistors or similar methods.
Security screws must be used for all ESS components that are exposed (i.e. can be viewed externally or are not secured from behind a face plate).
All security wiring shall be labeled at each end using a system to allow for positive identification. The wire labeling configuration shall be called out on the as‐built ESS drawings.
All ESS equipment panels will be contained in the DEA Firebird Room and associated IT/LAN Room(s). The Contractor’s proposal must identify all wall and floor space requirements for rack and wall mounted equipment. The Contractor’s proposal must identify by amperage all ESS power requirements. Industry standard load factors may be used to determine UPS sizing.
In the DEA Firebird Room, high quality fire‐rated plywood must be installed by the Contractor to support wall mounted backend equipment (i.e. panels, power supplies, etc.).
The contractor shall provide and install an eight hour rated backup battery solution for all ESS hardware. If back‐up generators is utilized, the UPS capacity may be reduced to thirty minutes to ensure smooth transition to generator and during refueling.
3.01 General
All devices, wire and equipment shall by listed by the Underwriters Laboratory or be Factory Mutual approved.
Devices will be installed in full accordance with UL and manufacturer’s installation guides and requirements. All systems must be fully functional at the time of acceptance testing. All external cabling will be exterior grade and run through exterior grade conduit. Conflicts between manufacturer’s recommendations, specification, and/or contract documents must be reported in writing to the designated DEA Security Specialist.
3.02 Access Control System
A. The access control system shall be a Software House based HSPD‐12/FIPS‐201 compliant system. The iStar Panel will be controlled over a network by a Software House C‐Cure 9000 server located elsewhere.
Both proximity ID access cards and government PIV cards will be used to actuate the door release function. Contractor shall provide, activate, and program 100 proximity cards for initial system use and testing (10 all access, 90 perimeter only), in addition to programming the PIV cards of the personnel at the facility. Contractor will program the system, and instruct the designated DEA personnel how to perform all necessary and usual functions with the CCure‐9000 system.
B. All alerts generated shall go directly to the client and server for evaluation. A screen with the information and appropriate evaluation and response criteria shall be illustrated at that time to assist with the incident.
C. There shall be battery power back up for the system for a minimum of 24 hours. This system shall have the ability to operate without the PC or network if a problem occurs. Information will be loaded into a buffer until it can be displayed or enacted. Buffer overload must not cause the system to fail. The ACS panels will be protected from power spikes and failures through an uninterruptible power supply.
D. The system must have instant response to Card read or keypad entry regardless of system size.
E. The processing power shall be distributed throughout the system to intelligent controllers. The processing must occur at each controller to provide a much more secure system.
F. The receptionist’s area will normally have a master video intercom. Sub‐master and door units will be designated on the drawing. The video intercom system must provide cabling for a minimum of 2 dry contact input/output points from each individual door station to the ACS control panel location.
G. Some doors with proximity readers shall have a PIR request to exit (REX) device to shunt the access system upon openings. See attached design for specific locations. Under no circumstances will a REX release an electric strike. Electric strikes must fail secure unless otherwise specified by DEA. Card readers on perimeter doors will normally also have PIN keypads (see the DEA security plans for details).
H. Contractor must be capable of providing initial system programming at the time of installation.
Technicians who program the system must be formally trained and certified by Software house to work on CCure 9000 systems. Network and telephone connectivity are to be provided by DEA or other vendors, but connectivity at time of installation cannot be guaranteed in advance.
Contractor must make connections to the DEA provided network, which may be physically remote from the ACS panels. Card readers may require flash programming cards to enable proper PIV reading functions. All panels and card readers must be updated to the latest firmware at the time of installation.
I. Magnetic locks will not be used except as explicitly stated on DEA provided security plans. Where present, magnetic locks must meet fire code standards for installation and function. Furthermore, each magnetic lock must be equipped with a power interrupting, high security (UL‐437) keybox (outside) with momentary override button (inside). Magnetic locks shall never receive battery power.
J. Vehicle gates shall be controlled by the ACS using proximity card readers for entry, and a sensing device (ground loop, unidirectional motion sensor, etc.) for exit. The gate operator must be on the protected side of any fencing or other physical barrier. The gate operator must have pushbutton operation, not accessible from the unprotected side of any fencing. Gates and operators must be appropriate for the size, location, and environmental conditions at the site.
