Volume III: Reps & Certs and Price Quote

The third file shall contain your Reps & Certs and Price Quote, to be named “REPS & CERTS AND

PRICE QUOTE 950441-23-Q-0012.

Required documents: Quoters are required to submit a completed the Pricing Schedule (Attachment 2), the Cost Breakdown (attachment 3, example only), a completed FAR Provision 52.204-24 (attachment 4), signed acknowledgement of any/all RFQ Amendments, and a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ (attachment 2). The Pricing Schedule (Attachment 2) shall be submitted fully completed and error free. Quoters shall propose a firm fixed price for each FFP CLIN. The price for CLIN 0001 shall be derived from the quoter’s prices contained in the Cost Breakdown.

Utilizing a format similar to Attachment 3, Cost Breakdown, the Quoter shall develop a line item and firm fixed price for each critical path task identified in their Project Management plan (prices shall include all labor, material, and/or equipment costs). The total price of the critical path tasks in the Cost Breakdown shall be used to price CLIN 0001 of the Pricing Schedule.

Offerors may not use pricing alternatives, which differ from these instructions.

Quoters shall also include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation and agreement to furnish any or all items upon which prices are offered at the price set opposite each item.

The contractor must acknowledge receipt of any amendments to this solicitation in its quote by signing and returning with the quote an SF 30 form for each amendment to the solicitation.

7.0 EVALUATION OF QUOTES

The Government intends to award one Purchase Order as a result of this RFQ. Quotes received for less than the stated number of items listed in the Pricing Schedule will be considered ineligible for award.

Quotes will be evaluated on the basis of adjectival ratings to determine Best Value and conducted in accordance with Federal Acquisition Regulation (FAR) 15.101-1. Award will be made to a single Quoter whose proposal conforms to the RFQ requirements, and whose proposal, judged by an overall assessment of the evaluation criteria, represents the best value to the Government. The best value is defined as 1) The Quote who presents a highly rated, technically acceptable offer in the Technical Factor, and 2) Provides the best value to the Government based upon an integrated assessment between past performance and price. In this assessment, all evaluation factors other than price, when combined, are significantly more important than price.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals. A contractor may be eliminated from consideration without further communication if its technical and/or pricing quotes are not among those contractors considered most advantageous to the Government based on a best value determination.

After award, AbilityOne will provide timely notification to unsuccessful offerors. If an unsuccessful offeror requests information on an award that was based on factors other than price alone, a brief explanation of the basis for the award decision shall be provided.

Evaluation criteria consists of Factors and Subfactors. The proposals will be evaluated under three evaluation factors: Technical, Past Performance and Price as follows:

Factor 1: Technical Sub-factor 1: Specifications and Milestones Sub-factor 2: Experience Sub-factor 3: Management and Staffing Approach https://www.acquisition.gov/far/part-15#FAR_15_306

Factor 2: Past Performance Factor 3: Price

Technical Factor. The Government will evaluate the Technical sub-factors on a basis of adjectival ratings. Any sub-factor that is rated Unacceptable will result in the overall Technical factor being determined Unacceptable. Only those proposals determined to be technically acceptable will be considered for award. Factor 1 and Sub-factors 1-3 will receive one of the adjectival ratings defined in Table 1 below:

*Deficiency is a material failure of a proposal to meet a Government requirement or a combination of significant weaknesses in a proposal that increases the risk of unsuccessful contract performance to an unacceptable level.

Subfactor 1 – Specifications and Milestones. To be considered acceptable, Quoters shall demonstrate the following:

The proposed software, applications, and form(s) solutions shall meet the requirements delineated in Sections 2.0 and 4.0 of the PWS and demonstrate it has the functionality to meet the objectives delineated in Section 1.4 of the PWS.

Table 1. TECHNICAL RATINGS

Color Rating Description

Blue Outstanding Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. The proposal contains multiple strengths and no deficiencies.*

Purple Good Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains at least one strength and no deficiencies.*

Green Acceptable Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Proposal has no strengths or deficiencies.*

Yellow Marginal Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements.

Red Unacceptable Proposal does not meet requirements and contains one or more deficiencies and is un-awardable.*

The Quoters milestones are realistic and reasonable to develop AbilityOne Program career planning support resources IAW paragraphs 2.0 and 4.0. of the PWS. Their identification of the critical path milestones and their description of the milestones reflect a thorough understanding of the PWS requirements and is sufficient to demonstrate they have the ability to perform the services.

Subfactor 2 – Experience. To be considered acceptable, Quoters shall demonstrate the following:

The Quoter has successful experience in performing projects and services that are similar in nature to the size, scope, and complexity of the services required by this RFQ.

Sub-factor 3- Management and Staffing Approach. To be considered acceptable, Quoters shall demonstrate the following:

Quoters shall provide a detailed description and overall project work plan for successfully managing, performing, and executing the project objectives.

Quoters must identify the key personnel who will execute the project objectives and must include resumes to show the proposed personnel have the required qualifications as set forth in the PWS and shall clearly articulate the extent to which the key personnel have committed themselves to work on this effort. A high level of commitment to work on this effort would be indicated by current employment with the Quoter or an agreement to begin employment or to enter into a contractor agreement contingent on award of this task order to the Quoter. Resumes for key personnel do not count against the page count limit.

The Quoter’s proposal shall:

1. Include an organizational chart that aligns with the contractor’s technical approach;

2. Demonstrate a plan to monitor their personnel to continuously meet the Government’s requirements, as outlined in the PWS; and

3. Demonstrate a sound management plan and discuss their established procedures/processes to manage their personnel and complete all required tasks IAW PWS requirements.

Factor 2 – Past Performance. The Past Performance evaluation will assess the performance confidence the Governments has with the Quoter’s likelihood of success in performing the RFQ requirements based upon the Quoter’s most recent and relevant past performance record.

Performance confidence is assessed at the Factor level after evaluating aspects of the Quoter’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Quoters are cautioned that in conducting the performance confidence assessment, the Government may use data provided in the Quoter’s proposal and data obtained from other sources. The areas of Past Performance to be reviewed in the evaluation process include:

• Customer Satisfaction

• Timeliness

• Technical Success

• Quality of Service

• Cost Control

Recency Assessment. An assessment of the past performance information will be made to determine if it is recent. To be recent, the effort must be substantially complete (50% or more) or must have been performed during the past three years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

Relevancy Assessment. The Government will conduct an in-depth evaluation of all recent performance information obtained to determine how closely the services performed under those projects relate to this acquisition. For each recent past performance citation reviewed, the relevance of the work performed will be assessed. Consideration will be given to criteria such as similarity, complexity, and diversity of tasks, type of effort, scope, value, and performance period.

With respect to relevancy, more relevant past performance is a stronger predictor of future success and will have more influence on the past performance confidence assessment than past performance of lesser relevance. A relevancy determination of the Quoter’s (including joint venture partner(s) and major and critical subcontractor(s)) past performance will be made. In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the Quoter, teaming partner or subcontractor whose contract is being reviewed and evaluated. The past performance information provided in the proposal and obtained from other sources will be used to establish the degree of relevancy of past performance. The Government will use the definitions in Table 2 when assessing recent, relevant contracts.

TABLE 2. PAST PERFORMANCE RELEVANCY RATINGS

Rating Definition

Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.

Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.

Somewhat Relevant Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires.

Performance Record. The past performance evaluation performed in support of a current source selection does not establish, create or change the existing record and history of the Quoter’s past performance on past contracts; rather, the past performance evaluation process gathers information from customers on how well the Offeror performed those past contracts.

Performance Confidence Assessment. The Government will conduct a Performance Confidence Assessment of the Quoter’s past performance to arrive at a confidence rating at the Factor level.

The Government will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment. More recent and relevant performance will have a greater impact on the Performance Confidence Assessment than less recent or relevant effort. A strong record of relevant past performance may be considered more advantageous to the government than an “Unknown confidence” rating. Likewise, a more relevant past performance record may receive a higher confidence rating and be considered more favorable than a less relevant record of favorable performance. In conducting a performance confidence assessment, each Quoter shall be assigned one of the ratings in Table 3. Quoters without a record of recent/relevant past performance will not be evaluated favorably or unfavorably on past performance and will receive an "Unknown/Neutral" confidence rating.

TABLE 3. PERFORMANCE CONFIDENCE ASSESSMENTS

Rating Description

Substantial Confidence

Based on the offeror’s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort.

Satisfactory Confidence

Based on the offeror’s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Neutral Confidence

No recent/relevant performance record is available, or the offeror’s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. The offeror may not be evaluated favorably or unfavorably on the factor of past performance.

Limited Confidence

Based on the offeror’s recent/relevant performance record, the Government has a low expectation that the offeror will successfully perform the required effort.

No Confidence

Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.

Factor 3 - Price

Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.

Price will not be scored or rated. All CLIN prices proposed in the Pricing Schedule and the Cost Breakdown will be evaluated for Price Reasonableness and Balance. Unbalanced pricing will be evaluated in accordance with FAR 15.404-1(g) as applicable, to assess potential performance risk which could result in unreasonably high prices. Price reasonableness will be evaluated in accordance with the proposal analysis techniques described in FAR 15.404-1(b). Through this technique the Government will determine whether prices are reasonable, and balanced.

Options: The Government will evaluate its option to extend services (see FAR Clause 52.217-8) by adding one-half of the Offeror's price for the Award Period. The Offeror will not propose a price for the six-month period. The extension of services clause will be exercised only if necessary, utilizing the negotiated rates of the preceding period.

Total Evaluated Price (TEP): The TEP shall be used for evaluation of price reasonableness and for the purpose of determining best value for award. The TEP will be the sum of the Award Period and the option to extend services as described in the paragraph above. The TEP shall be calculated as follows:

The sum of all CLINs contained in Pricing Schedule, including the sum of the annual estimated cost, as provided by the government, for Travel.

One-half of the Quoter's price for the Award Period to evaluate the Governments option to extend services in accordance with FAR Clause 52.217-8.

Evaluation of the option to extend shall not obligate the Government to exercise the option.

Balanced Pricing. The government will evaluate all CLINs for balance. Offerors are cautioned against submitting an offer that contains unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including Base and Option Periods) is significantly overstated or understated as indicated by the application of cost or price analysis techniques. Offers that are determined to be unbalanced may be rejected, if the lack of balance poses a significant risk to the Government.

Completeness/Accuracy. The Offeror’s proposal shall comply with the Price volume instructions in the solicitation.

Reasonableness. A price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business.
