About this file

This document is a Request for Quotation (RFQ) issued by the Ohio Department of Natural Resources (ODNR) for Caesar Creek State Park, specifically for concrete raised bed foundation work for a dog park. The project involves installing three flagpole bases (52" tall, 25" diameter) and one memorial stone base (54" tall, 14" wide, 86" long), with precise specifications including a 5000 psi concrete mix, 4" gravel drainage base, and specific installation requirements. The project is located at Caesar Creek State Park in Waynesville, Ohio, with a completion/delivery date of December 31, 2025, and a contract term valid through June 30, 2026. Bidders are encouraged to conduct a site visit and will be required to provide two examples of similar completed projects with references.

The procurement will be awarded to the lowest responsive and responsible bidder, determined by calculating the low lot total through multiplying unit costs by estimated usage. Invoicing must be submitted directly to Financial Shared Services via email or mail, with specific invoice requirements including a purchase order number, detailed service descriptions, and line item charges. No Ohio state sales tax will be applied, and the total project budget is not explicitly stated. Successful bidders must complete a pre-award meeting with ODNR staff to ensure mutual understanding of materials and project scope, and will be required to sign an Addendum to Bid Quote or Personal Services Agreement.

Once a contract is awarded, failure of the bidder to have requested a site visit to become familiar with the facility and requirements of the bid will be insufficient reason to support any request to be released from the contract.
