About this file
This Request for Quotation (RFQ) issued by the California Science Center solicits alarm notification software for its Living Support Systems (LSS). The California Science Center seeks to implement software that integrates with its existing Rockwell FactoryTalk system to monitor real-time alarms and send automated notifications to designated staff via SMS and email for mission-critical life support systems managing aquatic animal enclosures. The solicitation requires eight annual named user licenses, labor for supply, installation and configuration, and six months of monthly 24/7 technical support during the base term (January 1, 2026 through June 30, 2026). The Science Center retains options to extend the agreement for up to two additional one-year periods contingent on satisfactory performance and continued need. Written questions must be submitted by December 11, 2025 at 2:00 PM, with responses provided by December 12, 2025 at 5:00 PM. Quotations are due by December 16, 2025 at 2:00 PM, either via email to eguzman@californiasciencecenter.ca.gov or delivered to 700 Exposition Park Drive, Los Angeles, California 90037. The Notice of Intent to Award will be released December 17, 2025, with the proposed award date of December 26, 2025.
Bidders must quote on an "All or None" basis using only the State's quotation forms, which cannot be altered. All fees must be included in the goods price and quoted F.O.B. Destination. The solicitation includes multiple set-asides and incentives: a five percent small business preference for non-small businesses claiming 25 percent California certified small business subcontractor participation, and a Disabled Veteran Business Enterprise (DVBE) incentive adjustment not to exceed five percent or $100,000. Bidders must submit a California Retailer's Seller's Permit or Certification of Registration, Bidder Declaration form, bidder references, proof of Rockwell Automation Technology Partner status (mandatory qualification), Payee Data Record (Std. 204), and applicable DVBE declarations. The contractor must provide a 90-day warranty on installation services and a full-contract-duration warranty on software functionality and license compliance. Contractor personnel must complete criminal background checks and IT security training prior to system access. The contractor is responsible for all data breach costs and must notify the Science Center of security incidents within 24 hours of discovery.
