About this file

The solicitation number is FA440726Q8003, issued on 15 September 2026, with a delivery address at 701 Hanger Road, Scott AFB, Illinois 62225-5015. Offers including price quotes and product description/specification sheets must be submitted no later than 10:00 AM Central Time on Thursday, 24 September 2026, via email to Shawna Kuebler (shawna.kuebler.1@us.af.mil) and Margret West (margret.west@us.af.mil). Technical questions are due by 12:00 PM CST on Tuesday, 22 September 2026. The acquisition uses a 100% small business set-aside under NAICS Code 423820 (Farm and Garden Machinery and Equipment Merchant Wholesalers) with a small business size standard of 125 employees and PSC code 3825 (road clearing, cleaning, and marking equipment).
The award methodology is Lowest Price Technically Acceptable (LPTA), with evaluation beginning by ranking conforming quotes from lowest to highest price, then assessing the lowest-priced offeror for technical acceptability. A single Firm-Fixed-Price (FFP) award is anticipated. The Government will evaluate the lowest-priced technically acceptable quote for completeness and reasonableness of pricing; if necessary, evaluation will continue until two technically acceptable quotes are identified to establish adequate price competition. If the lowest-priced quote is not technically acceptable, the Government may enter into interchanges with the offeror or proceed to evaluate the next lowest-priced quote. Funds are not presently available for this effort, and no award will be made until funds are available. The Government reserves the right to cancel the solicitation before or after the closing date with no obligation to reimburse offerors for costs. Contractors must provide standard business information including UEI number, CAGE code, business type, and proposed delivery and FOB terms with their quotes.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Revolutionary FAR Overhaul (RFO) Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. This is a Request for Quotation (RFQ), numbered FA440726Q8003, and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2026-01.
Funds are NOT presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Award methodology used under this acquisition is Lowest Price Technically Acceptable (LPTA).
First, the Government will rank quotes which conform to the requirements from lowest price to highest price. Next, the Government will evaluate the lowest priced offeror for technical acceptability as follows:
Technically Acceptable – quote and product description/specifications meets all the requirements of the FOPR and its attachments. Technically Unacceptable - quote and/or product description/specifications does not meet all the requirements of this FOPR and its attachments.
If the quote with the lowest price is determined technically acceptable, the Government will evaluate the offeror’s total aggregate price for completeness, reasonableness, and unbalanced https://www.google.com/url?q=mailto%3Ashawna.kuebler.1%40us.af.mil pricing. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotes (to establish adequate price competition). If the lowest priced quote is technically acceptable and the price is complete and reasonable, that offeror’s quote represents the best value to the Government and award will be made to that offeror. If the lowest priced quote is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that offeror. If, after interchanges with that offeror, their quote is technically acceptable and remains the lowest priced, the delivery order will be awarded to that offeror. If the Government deems the quote not easily correctable, or if at any time it becomes other than the lowest priced quote, the next lowest priced quote will be evaluated for technical acceptability, followed by an analysis of their price to verify reasonableness and completeness. Interchanges will take place as necessary or deemed appropriate by the Government. This evaluation process will be repeated until reaching a technically acceptable quote, or until all quotes are evaluated.
The selection for the award will be made based on technical acceptance by the Government of the resultant quote and the Contracting Officer’s (CO) ability to deem pricing fair and reasonable.
From this RFQ, a Firm-Fixed-Price (FFP), single award is anticipated.
