1.0 General Instructions

This Request for Quotation (RFQ) will result in a Firm-Fixed-Price contract issued in accordance with Simplified Acquisition Procedures . Offers shall be submitted in electronic format to:

Quotations are valid for 120 calendar days unless otherwise stipulated by the Offeror.

Hard copies will not be accepted.

In response to this RFQ, the Offeror shall prepare a detailed quotation for meeting all stated requirements and comply with the following limitations and characteristics:

• Do not include marketing materials

• Margins (Top, Bottom, Right and Left) no smaller than 1" (headers and footers are allowed in the margins)

• Submission shall be provided in electronic format only

• Arial size 11 font or Times New Roman 12 font shall be used

• Offers shall be submitted in a format readable by Microsoft (MS) Word 2007, MS Excel 2007, (or later) or in text searchable PDF format, as applicable.

• Quotations shall be limited to a total of 20 Pages for the Technical Quotation and 10 Pages for the Price Quotation. Quotations shall be subdivided into sections/electronic files as follows: Section 1 Technical Quotation and Section 2 Price Quotation.

2.0 Questions

A question and answer period will not be conducted for this requirement.

3.0 Quotation Organization

Quotation materials shall be organized as follows: Quotation shall identify the appropriate requirements, labor categories and include the total price.

To be acceptable, the quotation must meet all the constraints set forth in the Statement of Work Submit electronic file(s) via the Directly via email to: OMohamed@doc.gov.

3.1 Technical Contents

Conformance of the proposed items/services to the technical requirements set forth in the Statement of Work It shall indicate the firm’s capabilities and the means used to satisfy the requirements stated in the attached Statement of Work. The Offeror is encouraged to propose any innovative solutions that meet the performance and technical requirements for this procurement.

3.2 Price

The Offeror shall provide a price that reflects their proposed solution to the Government’s requirements. The price to perform the work or deliver the specified product, shall be for a period of performance and/or delivery requirements as identified in the Statement of Work. The Offeror’s pricing shall be in accordance with its current Proposed Open-Market Pricing.

4.0 Evaluation

The Government will issue a Firm-Fixed-Price contract resulting from this RFQ to the responsible Offeror using the Best Value Tradeoff source selection process.

The government anticipates selecting the best-suited contractor from initial responses, without engaging in exchanges with contractors. Contractors are strongly encouraged to submit their best technical solutions and price in response to this RFQ.

Once the government determines the contractor that is the best-suited (i.e., the apparent successful contractor), the government reserves the right to communicate with only that contractor to address any remaining issues, if necessary, and finalize a task order with that contractor. These issues may include technical and price. If the parties cannot successfully address any remaining issues, as determined pertinent at the sole discretion of the government, the government reserves the right to communicate with the next best-suited contractor based on the original analysis and address any remaining issues.

Offerors shall provide sufficient information for the Government to determine its level of confidence in the ability of the Offeror to perform the requirements of the RFQ based on an assessment of relevant experience from the contractor.

Technical and relevant experience when combined are significantly greater than price.

4.1 Evaluation Factors

The following factors will be used to evaluate quotations.

(1) Technical

The Quote will be evaluated on:

Technical Approach – Demonstrated understanding of the requirements while providing or services that meet the specific technical requirements as described in Section 3 in the SOW.

Venue Availability and Location – The offeror must have accommodations available in March 2025 located in the Washington Metropolitan Area.

Relevant Experience - The Offeror shall submit up to three (3) relevant work examples completed or performed within the past 3 years.

The Offeror shall provide a point of contact (POC) with phone and email contact information, accompanying a narrative for each example provided.

The narrative shall describe relevant experience with contracts as a prime which is the same or similar in nature, size, and complexity to the services being procured under this solicitation. Non-Government contracts may be used if Government contracts are not available.

(2) Price.

Submit total offered pricing in accordance with the items identified in the Statement of Work

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)

52.217-8, Option to Extend Services (NOV 1999)

The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 1 day of contract expiration.
