About this file
This document is a Statement of Salient Characteristics for a Portable Barrier System that the Government intends to procure for Anti-Terrorism/Force Protection (AT/FP) applications. The Government requires a mobile, rapidly deployable vehicle barrier system designed to meet temporary and semi-permanent access control point requirements without necessitating ground anchoring or heavy construction equipment. The system must achieve M30-equivalent crash rating certification (capable of stopping a 15,000 lb vehicle traveling at 30 mph, meeting PAS 68:2013 Barrier V/7500[N3]/48 standards or equivalent) while maintaining full certification when deployed on standard surfaces (concrete, asphalt, dirt) with wheels attached and zero ground excavation, drilling, or permanent anchoring required.
The barrier system must be entirely man-portable with individual components weighing no more than 85 lbs each to enable assembly without forklifts or cranes. A single fully assembled configuration must provide minimum 30 linear feet of continuous barrier protection and be deployable by a small team in 15 minutes or less, with recovery capability in 12 minutes or less. The system must permit rapid manual maneuvering by ground personnel to allow emergency vehicle access and support ADA-compliant pedestrian walk-through configurations. The entire system must be provided as a complete kit integrated with a dedicated, highway-capable transport trailer explicitly designed for secure storage and rapid deployment of barrier units. These characteristics are deemed essential to meeting Government AT/FP mandates, as failure to meet the M30 crash rating presents unacceptable risk to personnel and assets, and failure to meet weight, deployment, and integrated trailer requirements would negate the system's required tactical mobility independent of Civil Engineering support.

Portable Barrier Salient Characteristics
1.0 General Requirement Description
The Government requires a mobile, rapidly deployable vehicle barrier system to meet Anti- Terrorism/Force Protection (AT/FP) mandates for temporary and semi-permanent access control points. To satisfy the mission requirement, the system must achieve an M30-equivalent crash rating without the need for ground anchoring or heavy construction equipment. Furthermore, the system must be entirely man-portable and include a dedicated transportation trailer to ensure immediate deployment and recovery across various operating environments.
2.0 Minimum Essential (Salient) Characteristics
To be considered acceptable for this requirement, the proposed barrier system must possess the following physical, functional, and performance characteristics:
Characteristic Category Minimum Requirement
Performance (Crash Rating) The system must be formally tested and certified to stop a 15,000 lb (or greater) vehicle traveling at 30 mph, meeting or exceeding M30 or equivalent standards (e.g., PAS 68:2013 Barrier V/7500[N3]/48).
Performance (Configuration) The system must maintain its full crash certification rating when deployed on standard surfaces (concrete, asphalt, dirt) with wheels attached, requiring zero ground excavation, drilling, or permanent anchoring.
Physical (Weight & Dimensions) Individual barrier components must be strictly man-portable, weighing no more than 85 lbs each, allowing for assembly without the use of forklifts or cranes.
Physical (Coverage) A single fully assembled system configuration must provide a minimum of 30 linear feet of continuous barrier protection.
Functional (Deployment Speed) The system must be designed for rapid tactical deployment, allowing a small team to fully deploy 30 linear feet in 15 minutes or less, and recover the system in 12 minutes or less.
Functional (Emergency Access) The barrier configuration must allow for rapid manual maneuvering by ground personnel to permit emergency vehicle access and must be capable of configuration to include an ADA-compliant pedestrian walk-through.
Operational (Transportation) The system must be provided as a complete kit integrated with a dedicated, highway-capable transport trailer explicitly designed for the secure storage and rapid deployment of the barrier units.
3.0 Justification of Characteristics
These characteristics are essential to the Government's requirements. Failure to meet the M30 crash rating poses an unacceptable AT/FP risk to personnel and assets. Failure to meet the weight, deployment abilities, and integrated trailer requirements negates the system's tactical mobility, as the mission dictates that Security Forces must be able to deploy and reposition the barriers rapidly without relying on Civil Engineering heavy equipment or flatbed logistics support.
