About this file

This document is a Clarification Questions and Answers (Q&A) file for RFQ FA440726Q0012 issued by the 375 Security Forces Squadron at Scott Air Force Base, Illinois for portable barrier systems.

The Government seeks pricing for one complete portable barrier system and dedicated transport trailer meeting minimum specifications including M30-equivalent/PAS 68:2013 crash-test certification or ASTM F2656 M30/P3 certification. The system must provide a minimum of 30 linear feet of continuous barrier protection when all modules are connected and weigh no more than 85 pounds per assembled barrier unit. The barriers must be deployable with wheels attached on dirt, asphalt, and concrete surfaces. The system shall include an ADA-compliant pedestrian walk-through with no specified minimum clear width requirement. A dedicated, highway-capable transport trailer designed for secure storage and rapid deployment is required but is not subject to crash-test certification—only transport and storage functionality. The 12-week lead time is acceptable. Pricing for only one complete system is required with early delivery acceptable but partial delivery not permitted. No estimated budget range or prior contract pricing data is available. The acquisition is a total small business set aside with NAICS code 332312, and the nonmanufacturer rule does not apply. Independent crash-test certificates or official manufacturer certifications providing equivalent documentation are acceptable.

Portable Barrier Clarification Questions – FA440726Q0012 – 375 SFS at Scott AFB, IL

1. What is the total quantity of barriers or number of linear feet or number of lanes needing to be protected?

a. Per RFQ Attch 1 Section 2.0 para 6, “A single fully assembled system configuration must provide a minimum of 30 linear feet of continuous barrier protection.”

2. Is a 12 week lead time acceptable?

a. Yes.

3. Is a trailer system needed with the portable barriers?

a. Per RFQ Attch 1 Section 2.0 para 9, “The system must be provided as a complete kit integrated with a dedicated, highway-capable transport trailer explicitly designed for the secure storage and rapid deployment of the barrier units.”

4. Does the dedicated trailer need to be included in the same crash-tested configuration, or is it solely for transport/storage?

a. The trailer will be solely for transport/storage.

5. Is the Government requesting the manufacturer’s smallest standard trailer configuration that provides at least 30 linear feet of protection, or does the Government require a specific number of individual barrier units?

a. Per RFQ Attch 1 Section 2.0 para 6, “…must provide a minimum of 30 linear feet of continuous barrier protection.” The Government does not need a specific number of individual barrier units.

6. Would a standard 36 unit trailer configuration providing more than 30 linear feet of protection be acceptable, provided that it meets every minimum salient characteristic?

a. Provided all minimum characteristics are met.

7. Does the Government require pricing for only one complete trailer and barrier system?

a. Only one complete trailer and barrier system is required.

8. Must the quotation include copies of the independent crash test certificates, or will official manufacturer certification documentation and product literature be sufficient?

a. If the official manufacturer certifications provide crash test certificates this will be sufficient, and if not copies of the independent crash test certificates will need to be provided.

9. Because this acquisition is assigned manufacturing NAICS 332312 and is a total small business set aside, please confirm whether the nonmanufacturer rule applies to this acquisition and whether any individual or class waiver is applicable.

a. Per RFQ Attch 2 pg 34, the nonmanufacturer rule does not apply.

10. If the nonmanufacturer rule applies, please confirm whether the offered barriers and trailer must be manufactured in the United States by a small business manufacturer.

a. Per RFQ Attch 2 pg 34, the nonmanufacturer rule does not apply.

11. Does ASTM F2656 M30/P3 certification qualify as an equivalent to the specified M30-equivalent/PAS 68:2013 standard?

a. Yes it does.

12. Must the 30 linear feet of protection be one continuous connected system, or may it consist of multiple connected modules/arrays?

a. It must be able to meet the 30 linear feet when all connected.

13. Does the 85 lb maximum apply to every individual component, including wheels, ramps, connectors, and pedestrian-access components?

a. Yes, it should be the total weight per assembled barrier.

14. Must the crash-test certification specifically cover deployment with wheels attached on dirt, asphalt, and concrete?

a. Yes.

15. For the ADA-compliant pedestrian walk-through, is a minimum clear width specified?

a. No.

16. Is there an estimated budget range or prior contract/order available?

a. No.

17. Is early/partial delivery acceptable?

a. Early is acceptable but partial is not.
