About this file
This is a Statement of Work (SOW) dated 12 February 2026 for the modification of an existing valve test stand located at X-31I Inside Machine Shop, Building A-48, Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), US Naval Base Yokosuka. The contractor must furnish all labor, materials, equipment, transportation, and supervision necessary to accomplish the work. The existing equipment is a Yamamoto Suiatu Kogyosho Co., Ltd. Model 1TA-16-5010 valve test stand (Serial Number 1TA165010, manufactured in 2016). The modification scope includes replacing the existing air-driven water pump with a new Hydraulics International model 3L-SS-8 (or equivalent) with 8±1 pressure ratio and 1,100 psig outlet pressure. The contractor must also replace the air regulator (range 10–100 psig), relief valve (set to manufacturer-recommended pressure), and pressure gauge (0–150 psig, Φ100 mm indicator). Piping modifications include branching city water and compressed air inlet lines to create new outlet ports for an external unit and adding a 1/8-inch test media port rated for pressures greater than 3,500 psig.
The contractor must design and fabricate an external unit per the provided concept sketch, not exceeding 900 mm (W) x 700 mm (D) x 1,000 mm (H), that includes an air-driven pump (3L-SS-25 model or equivalent with 25±1 pressure ratio, maximum 3,500 psig), a lever-type hand pump (1,000 psig outlet), means to switch between pumps, pressure gauges, air and water depressurizing valves, check and relief valves, and silencers at air exhaust ports. The external unit must be fully enclosed, liftable by crane, and anchorable to the floor. The contractor must also reroute existing air piping to avoid running over an H steel beam and replace specified components (air cylinders, speed controllers, tube connectors, and plastic tubing per the parts list). Pre-work documents including work schedule, modification procedures, external unit drawings, and parts list must be submitted within 25 working days of contract award. Operational testing must verify air and water pressurization to specified levels, check for leakage, and confirm table tilting functionality. A completion report in English and Japanese must be submitted within 10 working days after modification completion, including mechanical drawings, connection diagrams, recommended maintenance dates, and Safety Data Sheets for hazardous materials. The Technical Point of Contact is KIMURA Kouroku at phone 046-816-4417 or kouroku.kimura.ln@us.navy.mil.
