FAR Part 11—Describing Agency Needs
PURCHASE DESCRIPTION
1. Statement of Need and Purpose: The purpose of this requirement is to acquire a Circadian Environment System to facilitate various projects aimed at implementing controlled dietary interventions for aging studies in mice. An automated feeding device and housing cabinets are crucial to align with previously published studies involving time and caloric restriction, recognized as prominent lifestyle interventions that promote healthier longevity in mammals.
2. Background Information and Objective: The National Institute on Aging (NIA), Intramural Research
Program (IRP), Translational Gerontology Branch (TGB) requires a Circadian Environment for ongoing and future research on controlled dietary interventions for aging mice. The required auto Feeder must be tailored for the Cage Promethion Metabolic Core and shall optimize food access in amount, frequency, and timing.
The light-tight cabinets must be compatible with the Cage Promethion Metabolic Core, offer independent control over light-dark and temperature cycles. It must be comparable to the Chamber Control software, that enables environmental and ingestive behavior control and recording.
This Feeding/Housing system must provide customization, validation, versatility necessary for ensuring reproducibility and consistency in experimental outcomes.
The system must allow for precision-sized food pellets and real-time monitoring of feeding behavior to ensure data accuracy, while remote monitoring and error alerts allow timely intervention for reliable outcomes.
3. Generic Name of Product: Automated feeder and housing cabinets with independent control of light/dark cycles and environmental temperature.
4. Purchase Description:
HARDWARE:
- Cabinet (x8) o Light-tight cabinet for mouse research. Includes heating element. Sized to house three testing cradles with cages by Sable Systems. I.D. 53"x24"x16"
- Insulation (x8) o Insulation for cabinet to help maintain heating in cabinet and reduce effect of cabinet heat in testing room (heating elements for thermoneutrality experiments = 30ºC in mice).
- Steel Frame (x2) o Steel frame for supporting stack of 4 cabinets.
- AutoFeeder (x32) o Customized automated feeders with RS485 protocol. 300mg size pellets for in-cage

- Feeder-Hub (x6) o Electronics for control of feeders inside each cabinet.
- rs485USBcONVERTER (x1) o Interface for converting rs485 to USB signals.
- System Controller with Dual Hard Drive (PC workstation) Computer (x2)
Specific Requirement. It must be compatible with the following software: Clocklab Chamber Control software.
OTHER:
• Provide set up, wire connection, program interface to run system, and test phase.
• Provide user training on how to operate the system.
• Comply with all PPE requirements of the vivarium.
• Shipping and Handling
ONSITE INSTALLATION: shall include full set up of hardware, component and data/software connections, full program functions (schedule, alert, collect/store/visualize data in real time, accessible across media devices, real-time monitoring, and programing).
5. Salient characteristics:
Customized circadian light-tight rodent housing coupled with a complete monitoring capability for timed food dispensing. This system must replicate a previously published setup, facilitating research into circadian and caloric effects on rodents over both short- and long-term periods. Key among its features is its versatility, accommodating various cage sizes for both individual and group housing.
The rodent housing cabinets must provide independent control over light-dark and temperature cycles.
The rodent housing Cabinets must accommodate multiple cage sizes, for single and group housed animals, including the Cage Promethion Metabolic Core.
Automated feeder system for optimized control of food access in amount, frequency, and timing.
6. Quantity: Cabinet (x8), Insulation (x8), Steel Frame (x2), AutoFeeder (x32), Feeder-Hub (x6), rs485USBcONVERTER (x1), Computer (x2)
7. Delivery Date: All items to delivered and installed within 12 weeks after receipt of the Purchase Order.
