About this file

This document is a Request for Quotation (RFQ) for the acquisition of an Integrated Cage Promethion Metabolic System (or equal) by the National Institute on Drug Abuse, a component of the Department of Health and Human Services.

The RFQ seeks a comprehensive metabolic and behavioral phenotyping system that can integrate multiple physiological measurements, including energy expenditure, gas exchange, animal activity, food/water consumption, and body temperature in mice. The system must have customizable features such as programmable light intensity and a broad temperature range, as well as user-friendly design and advanced monitoring capabilities. The Government anticipates awarding a firm fixed-price purchase order with a 14-week delivery requirement. Quotations are due by 5:00 p.m. Eastern Daylight Time on August 5, 2024, and should be submitted electronically to the Contract Specialist. The award will be made to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, with technical capability and past performance being significantly more important than price.

FAR Part 11—Describing Agency Needs

PURCHASE DESCRIPTION

Title: Integrated Cage Promethion Metabolic System (or Equal).

1. Statement of Need and Purpose: The purpose of this acquisition is to acquire a metabolic and behavioral phenotyping system that enables the tight synchronization of metabolic data with behavioral events. The system must integrate multiple physiological measurements, including of energy expenditure, RQ, VO2, VCO2, animal activity, food/water consumption, and body temperature in mice for circadian and aging studies at the National Institute on Aging (NIA) Intramural Research Program on the Johns Hopkins Bayview campus.

2. Background Information and Objective: Causative factors governing health deterioration as we grow older remain poorly understood. Even among genetically identical mice, there is considerable variability in health status, aging trajectory, and lifespan. Integrating multiple metabolic and behavioral outputs are indispensable for identifying biological indicators that precede the onset of age-related diseases. The incorporation of the system represents a significant enhancement to the NIA existing Comprehensive Lab Animal Monitoring System - CLAMS and will provide versatility and superior capacity to control environmental light and temperature while integrating multiple metabolic and behavioral variables with minimal disturbances to the animals. Of particular significance is its capacity to incorporate telemetry for assessing body temperature and regulating exercise as a lifestyle intervention, alongside different dietary regimens. This expansion broadens the scope of studies conducted at NIA. Furthermore, the system's broad range of light and ambient temperature settings will enable NIA researchers to conduct metabolic and aging studies in more natural conditions, such as thermoneutrality.

Under these conditions, the body is not metabolically stressed to maintain the body temperature within physiological range, offering more accurate reflection of the aging process and the effect of the interventions to promote healthier longevity.

This system must contain customizable features including programmable light intensity and a broad temperature range (3ºC to 50ºC) using a digital display. It must be user-friendly design incorporates pull-out shelving for easy install and access to rodents during experiments, and effortless cleaning.

With adherence to the standard of best animal care practice, this system must be equipped with an environmental cabinet event registry. The system must record user interactions such as door openings and closings, fluctuations in cabinet light and temperature, system errors, and operator annotations. It must uphold security protocols, user administration and pass-protected login functionalities to prevent unauthorized access.

Furthermore, this comprehensive system must integrate advanced monitoring capabilities to track energy expenditure, gas exchange (O2, CO2 and H2O), body temperature through telemetry and a remarkable 0.002 g resolution in body mass, ingestive behavior, and water consumption. It must record voluntary exercise via a running wheel count as well as home cage activity XYZ. It must be capable of programmable wheel stop, which enables accurate assessment of exercise's impact on metabolism. Data logging and remote access must be seamlessly integrated, allowing for real-time monitoring and analysis.

The system's web-based software must enable precise programming tailored to various research goals, including the examination of exercise and dietary interventions (such as caloric or time restriction, high-fat diets), as well as the impact of sex and genetic backgrounds on aging studies in rodents.
