RFQ AE27-001 – Public Housing Capital Needs Assessment and Asset Repositioning Strategy
This Request for Qualifications (RFQ) is issued by the Town of Chapel Hill, North Carolina, Housing and Community Development Department, seeking qualified consulting firms to conduct a comprehensive Capital Needs Assessment (CNA) and develop an Asset Repositioning Plan for the Town's public housing portfolio. The scope of work encompasses a two-phase approach: Phase 1 requires a full property condition survey of at least 30 percent of randomly sampled occupied units (ensuring representation from all 12 communities and all bedroom sizes) plus 100 percent inspection of vacant units and facilities, with development of a 20-year capital needs schedule with detailed cost estimates. Phase 2 requires evaluation of repositioning strategies including Rental Assistance Demonstration (RAD), Section 18 Demolition/Disposition, Project-Based Vouchers, and mixed-finance approaches, accompanied by financial analysis, community impact assessment, and a phased implementation plan. The portfolio consists of 296 residential units across 12 communities, one administrative office building, and three community buildings, with units constructed between 1967 and 1994. Questions are due by October 15, 2026, at 3:00 PM EST, with answers published by October 22, 2026. Proposals must be submitted by email to Lenore Bishop (lbishop@chapelhillnc.gov) by October 30, 2026, at 12:00 PM EST, with selection and notification expected in November 2026 and contract award in January 2027. The contract term is one year, with work to commence within 60 days of contract execution.
The project is funded entirely through federal assistance via HUD, making it subject to HUD Section 3 compliance requirements (24 CFR Part 75) to ensure employment, training, contracting, and economic opportunities are directed toward low- and very low-income persons. Proposals will be evaluated based on a 100-point scale: Cover Letter and Required Forms (10 points), Key Personnel and Qualifications (30 points), Knowledge and Experience (30 points), Approach and Project Timeline (25 points), and Section 3 Certification or Compliance Strategy (5 points). The selected firm must provide comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Workers' Compensation ($100,000 employer's liability), Business Auto ($1,000,000 per occurrence), and Professional Liability ($1,000,000 minimum), with the Town named as additional insured. Proposals must not exceed 25 pages excluding required forms and must include demonstrated experience with HUD repositioning programs and references from at least three comparable projects within the past five years. The Town reserves the right to reject any or all proposals, cancel the solicitation, or negotiate terms with the preferred proposer(s), and all information submitted becomes public record under North Carolina law except for trade secrets clearly marked as confidential.
