PROJECT DESCRIPTION
The work to be performed by the CONSULTANT consists of providing a geotechnical analysis with on-site drilling, development of conceptual plans with cost estimates for three alternative repair options, and development of the selected repair option through 100% plans, specifications and estimate for construction advertisement.
Project designs must meet all permitting requirements and utilize the most recent design guidance, standards, and regulations. A detailed outline of the type of work necessary for the anticipated project is provided in the below Scope of Work. This project will include cooperative project development and management with the COUNTY. At this time, the tasks provided are general and are subject to change if deemed necessary during discussions between the CONSULTANT and the COUNTY.
SECTION 1 – PROPOSED SCOPE OF WORK
Task 1 – Project Management
Meet with the County Staff These meetings will be used to review work to date, identify important issues and needs for additional data gathering and problem analyzing. Establishing expectations and interfaces, and establishing and revising detailed scope of work, as needed, will also be included in these meetings. Project Management shall include CONSULTANT quality assurance and quality control (QA/QC) for all deliverable work.
Task 2 – Site Investigation and Characterization
The CONSULTANT shall conduct a site visit to examine characteristics of the slide, surrounding terrain features, soil conditions and other relevant information. Historical data research should also be conducted to develop a full understanding of this site.
Task 3 - Geotechnical Analysis The CONSULTANT shall complete a minimum of two drilled borings at the proposed slide location. Drill depths are assumed 40 ft below ground surface or shallower. Samples will be collected at 2.5-ft intervals. Consultant will monitor the borings and maintain logs of conditions encountered. Borings will be backfilled in accordance with the Washington State Department of Ecology and Lewis County requirements.
The consultant will evaluate the subsurface data and provide the following:
A geological cross section of the slide site.
Recommendations for three conceptual repair options shall be developed for County review and discussion.
Recommendation for weighted toe support, cantilevered soldier pile wall, soldier pile wall with tie backs, or other repair options shall include probable cost estimates for County review.
Recommendations for earthwork construction, including roadway/subgrade preparation, any anticipated difficulties with excavation, the reuse of onsite soils, temporary excavation stability, dewatering considerations, and structural fill placement and compaction shall be included with concept level repair options.
All conclusions and recommendations shall be provided in a written geotechnical report along with supporting documentation and one-page plan and typical profile sections for at least three concept level repair options.
Task 4 – County Selected Conceptual Design to 60% Plans, Specifications and Estimate for Geotechnical Repair Items Once conceptual repair plans have been reviewed by the County and SWR WSDOT Local Programs, a preferred alternative will be chosen. The preferred alternative conceptual design will be further developed to preliminary plans (60 percent). The CONSULTANT will provide design elements and plan coordination focusing on slide repair elements and materials.
The following Preliminary (60%) Construction Plans will be developed by the CONSULTANT and will include the following sheets (formatted at 11”x17” sheet size):
Geotechnical Repair Details and Section Views Special Provisions specific to Geotechnical Repair
Plans and supporting documentation shall follow the Lewis County CADD Standards Manual.
Lewis County Public Works will provide the remainder of the 60% PS&E package, particularly the TESC and Dewatering Plan, Roadway Plan and Profile, Road Restoration Section, Planting Plan, Traffic Control Plan, etc.
Task 5 – 90 Percent Plans, Special Provisions and Cost Estimate (PS&E) for Geotechnical Repair Items
A. 90 Percent Geotechnical Design Report and PS&E package shall be prepared for County review. Once the 60% plans have been commented on by the County, the CONSULTANT shall further develop the Task 4 plan sheets to 90 percent design (formatted at 11”x17” sheet size). A draft copy of the project Special Provisions shall also be provided with 90 percent design for County Review. Plans and supporting documentation shall follow the Lewis County CADD Standards Manual.
B. Estimated Construction Quantities and Costs
A detailed list of work items shall be included and quantities calculated for construction of the preferred alternative.
Task 6 – 100 Percent PS&E (for Geotechnical items) and Final Geotechnical Report County comments will be incorporated into the 100% plans, Final Geotechnical Report, Special Provisions and Cost Estimate for the County’s use in bidding the project for construction. The 90 percent construction cost estimate will be refined to reflect the 100% Design and additional items will be added to reflect the increased level of design detail. Unit bid prices will be updated based on the current bidding climate and current bid tabulations.
Task 7 – Cultural Resource Survey Perform a Cultural Resource Survey based on the APE needed for the selected slide repair design impact area—assuming up to 30 shovel probes. Disseminate field data to produce a Cultural Resources Report that conforms to all requirements outlined in 36 CFR Pat 800.11 (d) and (e), adheres to DAHP’s Survey and Inventory Standards and USACE Section 106 Standards. The report shall contain diagrams and plans illustrating the work and results of archeological investigations including maps of the specific locations of field inspection/sampling shovel test locations, transect paths, surface cultural resources, and prominent features.
Deliverables are expected to include one draft report for initial review and a final report incorporating Agency comments. Archeological monitoring during construction, if necessary, will be accomplished via contract supplement at a later date.
