DESCRIPTION OF SERVICE. The Contractor shall provide all management, labor, materials, personnel, and transportation necessary to provide cooler type bottled water dispensers and bottled water (5 gallon) at the following U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) site locations:
Pittsburgh, PA (PGH) Site: Morgantown, WV (MGN) Site Albany, OR (ALB) Site U.S. Department of Energy U.S. Department of Energy U.S. Department of Energy National Energy Technology Laboratory National Energy Technology Laboratory National Energy Technology Laboratory 626 Cochrans Mill Road 3610 Collins Ferry Road 1450 Queen Avenue, SW Pittsburgh, PA 15236-0940 Morgantown, WV 26507-0880 Albany, OR 97321-2198
2. GOVERNMENT FURNISHED SERVICES. The Government shall provide, without cost to the Contractor, electricity necessary for the dispenser units. The Contractor shall locate the dispensers to allow use of electricity from existing outlets when installing the dispensers.
3. GENERAL INFORMATION.
3.1. Dispensers. The Contractor shall provide one (1) cooler type bottled water (5 gallon) dispenser that dispenses hot/cold water at each of the buildings/locations for Morgantown, Pittsburgh, and Albany as detailed in Attachment #003 titled NETL Site Location Information. The repair/replacement of Contractor provided dispensers is at no cost to the Government. Dispensers shall be in good working order and maintained to ensure proper working order. Cleaning instructions shall be provided (hard copy and/or electronic) by the Contractor. The Contractor’s local supplier(s) shall show NETL staff/building maintenance personnel how to clean the dispenser units. Water shall be delivered under specific sanitary guidelines as set forth by Title 21 of the Code of Federal Regulations (21 CFR).
3.2. Scheduled Delivery of Initial Supply and Bottled Water Refills. The Contractor shall deliver both the initial supply of bottled water and refills. Each dispenser/location shall be fulfilled, as outlined in Attachment #003, as an initial supply. The Contractor shall then make bi-weekly deliveries (dates to be mutually agreed upon; Government preference is the first and third Friday of each month) replacing empty water bottles with full bottles. At no time shall the Contractor leave full bottles if not able to pick-up an empty bottle (i.e. one-to-one exchange), nor shall they exceed the number of bottles, per building/location as stated in Attachment #003, unless the award is modified by the Contracting Officer (CO).
It is expected that bottled water requirements may fluctuate due to water outages, emergencies, and other unexpected circumstances throughout the life of the award. The Government may periodically work with the Contractor to modify, bi-laterally, the bottled water requirements, per building/location, throughout the life of the award. Continued fluctuations or continued increased usage may require adjustment to the “Not-to-Exceed Water Bottle Level” which would be accomplished through the issuance of a modification to the award by the CO.
3.3. Signing of Receipts. After delivery of the bi-weekly bottled water refills, the Contractor shall provide receipt of delivery to the Contracting Officer’s Representative (COR) for signature, or authorized representative.
4. PERIOD OF PERFORMANCE. The award shall cover a period of performance of one base year, plus up to four, one-year option periods for a total potential period of performance of five years (or 60 months).
4.1. Hours of Operation. The Contractor shall complete services under this award during the hours of 8:00 A.M. through 4:00 P.M., Monday through Friday.
4.1.2. Holidays. Refer to the ‘On-site Access’ clause. The Contractor is not required to provide services on the following days:
| New Years Day | Labor Day |
| Martin Luther King Day | Columbus Day |
| Presidents Day | Veteran’s Day |
| Memorial Day | Thanksgiving Day |
| Independence Day | Christmas Day |
When a scheduled Holiday falls on a scheduled delivery date, the Contractor shall make the scheduled delivery on the following business day (the following Monday).
5. REPORTING REQUIREMENTS. The Contractor shall submit a monthly water usage report to the COR, within five (5) days upon submission of a monthly invoice. The report shall identify each NETL site, and include the amount of water fulfilled for each building and location, as listed in Attachment #003, during the previous month. A cumulative annual report is required to summarize the usage data for each site/building/location for the annual report period (previous 12 months of service).
6. SECURITY REQUIREMENTS.
6.1. The Contractor shall provide all U.S. citizens with valid photo identification to work under this award. The NETL Security Office will issue all contractor employees a Temporary Contractor Badge, in which they must present a valid (Real I.D.) photo identification in order to obtain. Temporary contractors will return the badge to the issuing location when departing the site.
Prior to issuance of a Temporary Contractor Badge, a NETL employee must send an e-mail to the NETL Security Office (and the COR) that includes the company name, project name, unescorted access areas where the work is to be performed, duration of required access, and approximate work schedule (e.g., normal working hours, evenings, weekends).
6.1.2. The Contractor’s employees shall be restricted to those areas necessary to perform work under this award as well as direct routes to and from work site. Delivery drivers must have a valid (Real I.D.) state driver license for the state in which they are operating. Delivery drivers may be required to provide proof of valid (Real I.D.) state driver license upon entering the Government site.
Refer to the ‘On-site Access’ clause.
6.2 Insurance Requirements.
6.2.1 In accordance with Federal Acquisition Regulation (FAR) clause 52.228-5, Insurance - Work on a Government Installation, the Contractor shall provide insurance in the minimum amounts as set forth below. The required amount of insurance to be carried by the Contractor under this section may be changed upon the Government's written notice to the Contractor.
(a) Worker's Compensation and Employer's Liability.
Contractors are required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage. The Contractor shall obtain employer's liability coverage of at least $100,000.
(b) General Liability.
The Contractor shall obtain bodily injury liability insurance coverage written on the comprehensive form of policy of at least $500,000 per occurrence and property damage liability insurance coverage of at least $500,000 per occurrence.
(c) Automobile Liability.
The Contractor shall obtain automobile liability insurance written on the comprehensive form of policy. The policy shall provide for bodily injury and property damage liability covering the operation of all automobiles, including Government furnished vehicles, used in connection with performing this requirement. The Contractor shall obtain coverage of at least $200,000 per person and $500,000 per occurrence for bodily injury and $50,000 per occurrence for property damage, including any property damage to Government furnished vehicles.
