~QUESTIONS AND ANSWERS ~

Issued under:

Department of Energy (DOE) National Energy Technology Laboratory (NETL) Bottled Water & Dispenser Service Amendment 001 - Solicitation Number: 89243320QFE000205

Q1. What type of water does NETL want quoted?

A1. NETL requests pricing on SPRING drinking water.

Q2. To confirm, the solicitation response should include a single price quote for the performance period (11/1/20 - 10/31/21) for the three locations combined? As well as the site location pricing template w/ any applicable discounts regarding the scale of the order?

A2: As stated in the RFQ: Interested vendors shall submit their quotation using attachment RFQ A-0003 ‘Site-Location Information-Pricing Template’ and provide all supporting documents, as necessary, via the FedConnect portal at www.fedconnect.net, by the due date and time indicated in Block 10 of the RFQ SF-18. Prices shall be quoted on an annual basis, for all 3 sites, and shall be inclusive of optional performance year prices as requested.

Q3. Our company does not service Oregon. Can we still bid the PA & WV business locations?

A3. As stated in the RFQ, the Government anticipates awarding a single purchase order from this solicitation. Please bid on what you can supply; suggestions include partnering with a subcontractor for NETL’s Oregon site location and quote accordingly.

Q4. Can the receipt be sent via email after the delivery occurs?

A4. The emailing of receipts would be acceptable so long as the receipt includes a signature line for the Contracting Officer’s Representative (COR), or other authorized Government representative, to acknowledge the delivery and receipt as this is a requirement identified in the Statement of Work.

Q5. There seems to be a problem with the formula in the Morgantown section of the spreadsheet that does not auto total. I'm not sure how to fix this?

A5. As needed, pricing can be populated manually on the spreadsheet.

Q6. Our delivery system runs on a bi-weekly routing cycle. We would need to have the delivery day automatically adjust when holidays or snow days etc. occur. We cannot provide every Friday delivery as we must get these stops mixed in with our existing routes to be efficient.?

A6. As stated in the Statement of Work, the Contractor shall make bi-weekly deliveries (dates to be mutually agreed upon; Government preference is the first and third Friday of each month) replacing empty water bottles with full bottles. When a scheduled Holiday falls on a scheduled delivery date, the Contractor shall make the scheduled delivery on the following business day (the following Monday). The Government may have flexibility on the day of the week if needed; however, does require consistency and advance planning for security purposes.
