About this file

This is a Request for Quotation (RFQ) issued by the Idaho Military Division for precast cattle guard footers required at the Orchard Combat Training Center located 18 miles south of Boise, Idaho. The project scope involves fabrication and delivery of precast reinforced cattle guard footers with rebar and 2-inch by 2-inch by 1/4-inch angle iron edge protection, designed to support military vehicle crossings. Vendors are required to attend a mandatory field measurement verification meeting on-site on Wednesday, May 19, 2025, at 3:00 p.m. MT, with quotes due by 3:00 p.m. MT on Wednesday, May 21, 2025. The Idaho Military Division will handle removal of existing cattle guard components, base material compaction, and installation of new footers, while the contractor is responsible for taking measurements, fabricating the precast footers, and delivering them FOB Destination to the Ammo Supply Point and Range Road Intersection at Orchard Combat Training Center. Award will be made to the responsive, responsible vendor offering the lowest total cost.

Quotes must be submitted through Idaho eProcurement System (IPRO) or manually submitted with a signed State of Idaho Signature Page, and must include all required submittal items: specifications, price sheet, warranty information, and product/engineer's specifications. The price sheet requires vendors to provide a fully burdened total cost covering all expenses associated with providing the cattle guard footers meeting minimum specifications, including delivery. Vendors must confirm attendance at the mandatory May 19th measurement meeting, with non-attendance potentially resulting in disqualification. Vendors should provide their approximate delivery timeframe in days after receipt of order. The primary contact for the RFQ is Erin Waller at the Idaho Military Division, with SFC Robert Bales serving as the Construction and Facilities Maintenance contact for delivery coordination.
