5. EVALUATION FACTORS FOR AWARD
The Government intends to award a single Firm-Fixed-Price contract resulting from this solicitation to the Offeror whose quotation represents the Highest Technically Rated (HTR) quotation with a Fair and Reasonable Price.
The Government will evaluate quotations in accordance with the evaluation factors identified below. Technical capability is significantly more important than price. However, no award will be made unless the proposed price is determined to be fair and reasonable. The Government may also evaluate price to assess an Offeror's understanding of the requirement and the risk associated with contract performance.
The Government will evaluate quotations for strict compliance with the material requirements of the Statement of Work. Quotations that fail to demonstrate compliance with one or more material requirements may receive a lower confidence assessment or may be determined ineligible for award.
The Government intends to evaluate quotations and make award without discussions. Therefore, Offerors are encouraged to submit their best quotation initially. However, the Government reserves the right to conduct discussions if determined to be in its best interest.
5.1 Evaluation Factors
The Government will evaluate quotations using the following factors:
Factor 1 – Technical Capability (Most Important)
Factor 2 – Price
75A50326Q00024 Page 5 of 9
5.2 Factor 1 – Technical Capability (Most Important)
The Government will evaluate the Offeror's demonstrated ability to provide a commercially available passive refrigerated pallet shipping system that satisfies the performance requirements contained in the Statement of Work
Subfactor 1: Product Compliance with the Statement of Work
The evaluation will consider, at a minimum, the following:
• Ability to maintain an internal temperature of 2°C–8°C for a minimum of 120 continuous hours.
• Compliance with the required dimensional and payload specifications.
• Compatibility of the refrigerant assemblies with the proposed pallet shipping system.
• Compliance with shelf-life requirements for refrigerant assemblies.
• Ability to support rapid deployment and warehouse storage.
• Compliance with passive cooling requirements (no active refrigeration or dry ice).
• Completeness of the proposed system, including all required components.
• Compliance with shipping and delivery requirements.
• Overall compliance with the SOW.
The Government will evaluate the extent to which the quotation demonstrates a clear understanding of the Government's requirements and the likelihood of successful contract performance
Subfactor 2 – Technical Documentation and Quality Assurance
The Government will evaluate the quality and completeness of documentation supporting the
SOW.
• Thermal qualification reports.
• Summer and winter operational validation.
• Quality Assurance and Quality Control procedures.
• Qualification verification documentation.
• Assembly instructions.
• Operating instructions.
• Conditioning procedures for refrigerant assemblies.
• Product specifications.
The Government will evaluate whether the submitted documentation provides sufficient evidence that the proposed product meets all required performance specifications and can be successfully operated by SNS personnel.
75A50326Q00024 Page 6 of 9
5.3 Factor 2 – Price
The Government will evaluate the total proposed price to determine whether it is:
• Fair and reasonable;
• Complete and consistent with the solicitation requirements
Although this is a fixed-price commercial acquisition, the Government may evaluate price realism solely to assess whether an Offeror's proposed price reflects a clear understanding of the solicitation requirements and whether the price presents a risk of unsuccessful performance.
If the Government determines that a proposed price is unrealistically low, it may conclude that the Offeror does not fully understand the requirements or has underestimated the effort necessary to successfully perform the contract. Such findings may be considered in the overall award decision.
5.4 Technical Rating Criteria
6. AWARD DECISION
Following completion of the technical evaluation, the Government will rank quotations based on their technical merit.
The Government intends to award to the Offeror submitting the Highest Technically Rated quotation, provided that:
• The quotation is technically acceptable;
• The proposed price is determined to be fair and reasonable;
• The proposed price is determined to be realistic for successful performance; and
• The Offeror is determined to be responsible in accordance with applicable acquisition regulations.
If two or more Offerors receive the same highest technical rating, the Government may consider the evaluated price of those Offerors in determining which quotation represents the best value to the Government
Government Obligation: The issuance of this solicitation does not in any way obligate the US Government to award a contract nor does it commit the U.S. Government to pay for costs
75A50326Q00024 Page 7 of 9 incurred in the preparation and submission of a quote. Furthermore, the Government reserves the right to reject any and all offers, if such action is considered to be in the best interest of the Government.
