PERFORMANCE WORK STATEMENT (PWS) FOR
TRACEN YORKTOWN CCTV SECURITY CAMERA SYSTEM
RECAPITALIZATION OF SERVERS AND SOFTWARE
1.0 GENERAL: This requirement is to replace Closed-Circuit Television (CCTV) electronic infrastructure ONLY to include 10 computer servers, 720 TB hard disk storage, 6 client (stand-alone networked CPU) viewing stations and video management software for the existing CCTV security system at the United States Coast Guard Training Center, Yorktown, VA. The period of performance will be based on the date of award. Award will be made by 30 September 2020. Work shall be completed within 90 days after award of order/contract. Work will include a one-year warranty to commence upon acceptance of all work.
1.1 BACKGROUND: Training Center Yorktown’s CCTV system is experiencing excessive server failures due to age and power fluctuations that are causing outages that affect physical security concerns. All server locations currently have existing battery backup and surge protection installed. These servers have been running non-stop 24/7 for over seven (7) consecutive years. The existing CCTV system was installed in 2013 and uses 288 Bosch cameras, four (4) license plate reader cameras, and nine (9) Axis cameras for a grand total of 301 cameras. The existing video management software is Bosch Video Management System version
4.5.5, which dates back to 2013. Within the existing video management system, there are 25 licenses for motion detection and other features that enhance activity detection within the video analytics of video capture. In addition, there are six (6) separate client viewing stations, two
(2) of which are rack-mounted, that are comprised of a small desktop computer connected to the CCTV closed loop network by existing Cat-5 cables.
1.1.1 No part of this project will require new cabling.
1.1.2 No part of this project will connect to the internet.
1.2. SCOPE: This Performance Work Statement (PWS) defines the efforts for the recapitalization of ten (10) computer servers, all software and licenses for use of the new video management software and replacement of 120 6TB hard drives. Replacement of 6 client station viewing computers will also be a requirement in this upgrade. Any video management software that is used must provide data collection from the four license plate reader cameras defined in Task Three. Existing cameras and cabling will not be replaced or upgraded. The existing CCTV system is a closed circuit security video system consisting of 301 cameras and does not connect to the internet by design. The contractor shall provide all personnel, equipment, tools, materials, management, training, installation, operations, supervision, other items and logistic support as defined in this PWS. The contractor’s technical personnel shall be certified to perform maintenance to security camera systems addressed in this PWS. The contractor shall be responsible to maintain all recorders, monitors, and associated equipment to all facilities components as listed within this performance work statement for a period of one year. In addition, the contractor personnel must be familiar with and have knowledge of fiber optic networks, multicasting and related equipment and be able to produce certifications to the fact.

1.3. OBJECTIVE: The objective of this project is to recapitalize the CCTV system infrastructure while continuing to use all existing cameras. This project will replace servers and software but will not require any new cabling or “construction” type of work. The intent is to modernize the existing CCTV system with the latest software and to enable one (software) video management system to operate all 301 cameras.
1.4 APPLICABLE DOCUMENTS: Documents and publications applicable to this PWS are listed below. The Government, upon request by the Contractor, will provide all publications listed. Supplements or amendments to listed publications may be issued during the life of the contract. The Contractor shall immediately implement those changes in publications which result in a decrease or no change in the contract price with notification to the Contracting Officer.
Changes requiring an increase in the contract price shall be brought to the attention of the
Contracting Officer and shall not be implemented until the Contracting Officer approves the change. The Government will also provide any form listed and needed for daily operations. Upon completion of the contract, the Contractor shall return to the Government all issued publications and unused forms.
1.4.1 Compliance Documents: The Contractor shall obtain, without additional cost to the
Government, all appointments, certifications, licenses, and permits required for the performance of the work and for complying with all applicable Federal, State and local laws. Copies of applicable certifications, licenses, and permits shall be provided to the Contracting Officer before work commences. The Contractor shall comply with all Federal, State and local laws and regulations and pertinent U.S. Department of Homeland Security (DHS), USCG, and TRACEN
Yorktown instructions, regulations, policies and practices. Requirements stated as advisory or permissive in referenced publications are mandatory for the purposes of this contract, except for the requirements that are commercially impractical, or where the Contracting Officer, at his/her discretion, determines that such requirements will serve no useful purpose.

1.5 PERFORMANCE REQUIREMENTS SUMMARY: This contract includes a
Performance Requirements Summary (PRS) at PWS 9.0. The PRS plays an integral role in the administration of the contract. In addition to any applicable inspection clauses or other related terms and conditions contained in the contract, the PRS shall serve as a primary tool for inspection and acceptance of services as facilitated by the Contracting Officer’s Representative
(COR). Evaluation of the Contractor’s overall performance shall be in accordance with the performance standards set forth in the PRS, and will be conducted by the COR. The PRS constitutes a material aspect of the contract and will not be changed or otherwise modified without prior written approval of the Contracting Officer.
1.6 PROPOSAL FORMAT FOR SUBMISSION: Potential offers should separate their pricing to the Government in three separate line items with separate pricing as below:
Tasks 1-6 All Equipment, Software and Labor (Warranty Included)

9.0 PERFORMANCE REQUIREMENTS SUMMARY (PRS): The PRS establishes key elements of Contractor performance that represent “mission essential” service requirements.
Service requirements taken into consideration are force multiplier “up-times” during the recapitalization of the CCTV system and the contractor’s willingness to ensure safety of all personnel assigned to TRACEN Yorktown. The “Performance Objective” column represents the standard against which Contractor performance will be measured in relation to accomplishment of the corresponding service output. The performance objective or “standard” describes the minimum acceptable level of service by the Contractor for satisfactory performance. The
“Acceptable Quality Level (AQL)” column displays the maximum allowable deviation from the performance objective.
