- For Informational Purposes Only –

Changes to the RFQ are incorporated via the issuance of Amendment 0001

CCTV SECURITY CAMERA SYSTEM RECAPITALIZATION OF SERVERS AND

SOFTWARE TRAINING CENTER YORKTOWN, YORKTOWN, VA

POSTED DATE: 26 SEPTEMBER 2020 on http://beta.sam.gov/

A. PERFORMANCE WORK STATEMENT (PWS)/TECHNICAL QUESTIONS

Question 1: Is there a virtual site tour?

Government Response: No. Video accommodations are not permitted for this requirement due to restricted areas.

Question 2: Could you provide drawings or site schematics?

Government Response: No. Site drawings and/or schematics cannot be provided because they protect restricted areas to include classified areas.

Question 3: Issue One: The servers are 7 years old and will not have the capability to meet the current VMS manufacturers minimum hardware requirements which means it is not possible to guarantee a working system which poses in our view, very high project risk. Each VMS manufacturer has minimum hardware specifications that their software must run on.

Additionally, the Operating System for the servers require minimum hardware specifications as well. The current Bosch VMS was shipped with Windows Server 2008, which is no longer supported. Issue 2 The Bosch License Plate Reader cameras are proprietary to Bosch. Bosch itself no longer supports on their new VMS platform License Plate Reading Technology. This creates a second challenge that requires new LPR software and cameras as well as set up and configuration of the new LPR cameras which requires careful camera optimization to work correctly with the new software. Due to the aforementioned issues and high risk these issues create, is the government willing to (budget availability we understand is critical) able to request brand new VMS servers/software with the updated LPR and motion sensing software?

Government Response: The inquiry is incorrect. In the scope of the PWS it states that a recap of

10 computer servers is part of this project. OUR PWS CALLS FOR REPLACEMENT OF

THOSE 7 YEAR OLD SERVERS AND THE SOFTWARE THAT IS LOADED ON

THEM. Section 1.2. SCOPE: This Performance Work Statement (PWS) defines the efforts for the recapitalization of 10 computer servers, all software and licenses for use of the new video management software and replacement of 120 6TB hard drives. Replacement of 6 client station viewing computers will also be a requirement in this upgrade. The Bosch LPRs are advertised to work with other VMS systems.

Question 4: Are the Bosch cameras Onvif?

The 291 Bosch cameras were manufactured in 2012-2013. We cannot guarantee that all cameras meet this protocol. Ten (10) Axis brand cameras do meet the Onvif protocol.

Question 5: Is additional information regarding the 25 licenses for advanced motion available? Is that inherent to the camera, or 3rd party?

Government Response: The reference to 25 licenses for motion detection refer to any proposal that may not have analytical motion detection software already installed in the Video

Management Software. Some software manufacturers require an additional license to activate http://beta.sam.gov/

this feature within their programming, others do not. Your quote should provide for a minimum of 25 cameras to have this feature. This feature is NOT inherent to the camera but rather to the software and video management software. It should not be a third party feature, but that is not prohibited.

Question 6: Are the switches Gigabit or 10/100?

Government Response: The existing switches are Gigabit.

Question 7: We understand there are ten servers. We would like to know the building name and number of servers each.

Government Response: The number of servers and locations are identified as follows:

Cain Hall – 1 Servers

Steuben Hall – 2 Servers

Lafayette Hall - 3 Servers

Security Building – 4 Servers

Question 8: Please provide the number of cameras going to each server by building name.

Government Response: There is no requirement to have a fixed number of cameras input to any particular server. Each server will have approximately 30 cameras that feed video in.

Question 9: Please provide a list of manufacturer and part numbers for the existing cameras.

Government Response: Manufacture/Part Number for existing cameras are as follows:

6 Bosch PTZ Autodome 7000HD cameras

256 Bosch Flexidome micro 2000ip cameras

7 Bosch HD Day/Night Infrared IP Dome cameras

4 Bosch Dinion capture 5000 License Plate Reader cameras

2 Axis 3717-PLE 4 lens cameras

4 Axis 3225-LVE-MKII cameras

Question 10: Please provide the part number and or specifications of the network switch equipment for each of the server locations.

Government Response: Geovision Brand, Model GV-POE2411

Question 11: If known, provide the server location where the majority of video analytic licensing is needed.

Government Response: The majority of video analytic licensing is needed in two server locations. One server is located in Lafayette Hall and protects approaches from the York River.

This includes approximately 15 cameras. The other server is located at the security building and covers areas along the perimeter fence line and the main gate entry. Included in this server are

Government Response: 30 days minimum

Question 18: Does TRACEN have a network toplogy diagram for the existing VMS infrastructure?

Government Response: See response to Question Number 2.

Question 19: Aside from motion detection and license plate recognition, does USCG Training

Center Yorktown, VA require any additional video analytics?

Government Response: The quote submitted by the contractor should provide a minimum of 25 additional video analytics as stated in the PWS 1.1. Most video management software systems have this feature included and do not need separate licenses. There are no other video analytics required.

Question 20: Will TAA, BAA and NDAA compliance be required for our products and services?

Government Response: See applicable Clauses/Provisions in the Request for Quotation (RFQ)

70Z04120QQWF99900 Terms and Conditions - ADDENDA - posted 14 September 2020.

Question 21: Will the new Video Management system need to be assessed under another system with an Authority to Operate? Will Coast Guard provide an export of the controls from eMASS?

Government Response: The Video Management system does not require an Authority to Operate as it is a “stand-alone” system that does not connect to any U.S. Government computer network.

The Coast Guard will NOT provide an export of the controls from eMASS.

Question 22: Does USCG have a list of all camera models and make? This will help in ensuring that those camera models are listed on the VMS compatibility chart. This will also help in ensuring that that the NVRs are properly sized to meet requirements under 2.1.3 in the PWS.

Government Response: See response to Question Number 9.

Question 23: Will drawings and a device layout be provided to price the preventative maintenance task?

Government Response: There is an existing preventative maintenance contract still in effect.

Drawings cannot be provided because of the sensitive nature of what is being protected.

Preventative maintenance task is a separate line item and has a listed ceiling for cost and man-hours.

Question 24: Will any special equipment (scissor lift, man lift, etc.) be required to perform the preventative maintenance?

Government Response: There are less than ten (10) cameras at a height of 30 feet or less. These cameras “may” require the use of a scissor lift should repair be required. All other cameras are ladder height.

Question 25: For the six replacement workstations, can you please indicate if each will require dual or quad monitor support?

Government Response: Four client stations will require dual monitor support. The two rack-mounted client stations in the security office will require output to four monitors each (eight (8) total). Current setup is to four 32in flat screen TVs.

Question 26: For the VMS, will you require active directory integration?

Government Response: The VMS will NOT require active directory integration.

Question 27: Will the contractor be responsible to provide any additional rack space for the workstations or servers or will the government furnish all rack space required for the units?

Government Response: The government will provide all rack space for any rack mounted units.

All servers are rack mounted, storage is rack mounted and two of the six clients are rack mounted.

Question 28: Are there adequate rack spaces for the two (2) viewing stations currently on the racks?

Changes to the RFQ are incorporated via the issuance of Amendment 0001

CCTV SECURITY CAMERA SYSTEM RECAPITALIZATION OF SERVERS AND

Government Response: The viewing station is a larger 7U unit in the rack mount located in the security office. Two smaller rack mounted units should easily fit into this space. However, 30 feet away from this location in the server room is space for any size rack mounted unit. Using this configuration would require video cable over the ceiling tiles and back into the security control center.

Question 29: In addition, will the Government require desks/tables for the four (4) viewing stations not on racks?

Government Response: No desks, tables or shelves are required for any of the four viewing stations that are not rack mounted.

Question 30: Cameras are IP or analog?

Government Response: All existing cameras are IP based.

Question 31: If IP - are the IP cameras OMVIS compliance?

Government Response: The 291 Bosch cameras were manufactured in 2012-2013. We cannot guarantee that all cameras meet this protocol. Ten (10) Axis brand cameras do meet the Onvif protocol.

Question 32: The New VMS is restricted to Bosch and Exacqvision, or possibly any new VMS that is compatible with the cameras will be acceptable?

Government Response: The new VMS is NOT restricted to any particular video management software. The current software is Bosch and Exacqvision. The intent of this upgrade is to have one video management software that manages all 301 cameras and utilizes the 4 license plate reader cameras located at the main entrance.

Question 33: We have found info on 2 separate BVMS systems with a similar name to this facility, however if we add the channel license together we get just above what is there. Please identify the Software licenses, Name, Version, and Model. If there is a VAR of record, please identify them for this quote.

Government Response: As follows:

MBV-XCHAN45 – 37 licenses

MBV-XDVR-45 – 11 licenses
