This is a Request for Quote (RFQ) issued by the Department of Homeland Security's Federal Protective Service for the purchase and installation of a new Intrusion Detection System (IDS) hardware at the Phillip Burton Federal Building and United States Courthouse in San Francisco, California. The solicitation is a 100% small business set-aside under NAICS code 561621, with a size standard of $25 million, and will be awarded via a firm-fixed price contract using FAR Part 13 Simplified Acquisition Procedures.

The project requires installing three surface-mounted door contacts and three duress buttons integrated with the existing alarm panel in the FPS control room. The IDS will not be integrated with the Physical Access Control System and will work independently. Key requirements include using a UL-listed, IP-based commercial-grade alarm panel from approved manufacturers like Bosch/Radionics or Digital Monitoring Products. The period of performance is from March 1, 2026 to May 31, 2026, with a project completion deadline of 60 business days after receipt of the Notice to Proceed. Contractors must provide all labor, materials, management, transportation, supervision, training, licenses, and permits to complete the installation in accordance with the detailed Statement of Work.
