PART 3 – DESCRIPTION OF REQUIREMENT
STATEMENT OF WORK
Federal Motor Carrier Safety Administration (FMCSA) National Training Center (NTC)
Statement of Work - Hydraulic Brake Board
1.0 Overview
This is a non-personal services contract or task order to obtain a hydraulic brake board for the Federal
Motor Carrier Safety Administration’s (FMCSA) National Training Center (NTC) to train Safety
Investigators and Roadside Inspectors on how the brake system works on commercial motor vehicles
(CMV).
2.0 Background
The National Training Center (NTC) provides high quality motor carrier safety and law enforcement training to its customers to assist in improving safety, saving lives, and preventing serious injury by reducing the number and severity of commercial motor vehicle crashes.
Safety training is provided annually to FMCSA and state enforcement personnel at various field locations nationwide to ensure the uniformity of driver/vehicle roadside inspections, compliance investigations, and new-entrant safety audits. Safety training is also provided to FMCSA employees to maintain their certification and job skills so that they can continue to perform their assigned tasks efficiently and effectively. Training should identify technological advancements that can be leveraged to improve CMV safety. As a condition of employment, all new FMCSA safety personnel must successfully complete an academy to attain the certifications required to perform the functions of their positions as safety inspectors, investigators, and auditors.
3.0 Objective
The objective of the procurement is to obtain a hydraulic brake board to provide training and a visual understanding of the hydraulic brake system on large trucks for students taking the North American
Standard Part B (NAS B) course.
4.0 Requirement
The board should simulate a tractor trailer S-Cam Air Brake System for five axles and include an anti-lock braking (ABS) system. At a minimum, the brake board should be for an air brake system with clamp type brake chambers.
The system should work with an air compressor which needs to function at a capacity of 15 Gallons, 5
SCFM at 90 PSI, 225 PSI with a minimum of 135 PSI using a shop airline. If possible, the noise generated from the compressor should not exceed 35 decibels when operating. If a quiet compressor is available, that is desirable. If the compressor would exceed 35 decibels, it needs to be able to hold a charge overnight (as so to be charged after business hours but available for instruction the following morning).
RFQ#693JJ424Q000033 - 3 of 14
The entire system cannot exceed 26” deep, 16.5 feet long and 7.5 feet high.
The Contractor shall provide a brake board as described above with the option for both a quiet compressor and regular compressor that would be used to operate the board.
The contractor shall include the cost of a one or two-year warranty for the product if available. Any options for maintenance shall also be provided for consideration by the Government.
The contractor shall provide training to the Government staff which could be in the form of training manuals, videos, on site demonstration or virtual.
