1.0 Overview
This is a non-personal services contract to:
1. Develop written materials for an innovative outreach and education program designed to effectively educate stakeholders on road user charge (RUC) and Surface Transportation System Funding Alternatives (STSFA) RUC pilot deployments. Develop resources such as briefs and articles that can engage stakeholders in discussions about benefits of the implementation of a road user charge program.
2. Disseminate accurate information about the impacts of advancing road user charge deployments in the U.S. Provide developed materials online to build awareness about STSFA road user charge deployments in the U.S. and abroad.
3. Host an event that would allow STSFA pilot project managers to brief interested stakeholders on results/lessons learned from their deployments.
The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this Performance Work Statement (PWS).
The Contractor shall perform to the standards herein.
1.1 Background
The STSFA program provides grants to demonstrate user based alternative revenue mechanisms that utilize a user fee structure to maintain the long-term solvency of the Highway Trust Fund. For FY 2016, $14.2 million was awarded for STSFA demonstration projects. In FY 2017, seven grants totaling $15.5 million were awarded. In 2018, seven grants totaling $10.2 million were awarded. Section 6020 provides up to $20 million per year for FY 2019-2020 out of funds set aside in §6002(a)(1), which authorizes funds for the Highway Research and Development Program in 23 U.S.C. 503(b). The grants are only available to States or groups of States. Annual solicitations are not required by statute.
Demonstration projects will pilot a variety of strategies designed to generate revenue, including on-board vehicle technologies to charge drivers based on miles traveled and multi-state or regional approaches to road user charges. The projects will address common challenges involved with implementing user-based fees such as public acceptance, privacy protection, equity, and geographic diversity. The projects will also evaluate the reliability and security of the technologies available to implement mileage-based fees. More information on the STSFA program is available at:
https://ops.fhwa.dot.gov/fastact/index.htm.
The STSFA program objectives include testing the design, implementation, and acceptance of functional future user-based alternative revenue mechanisms that minimize administrative costs and increase public awareness of the need for and possible approaches for alternative funding sources for surface transportation programs, and providing recommendations on various approaches.
1.2 Objective
The objectives of this contract are as follows:
• Develop written and online materials, such as a tool kit of common talking points, briefs, and articles, that can engage interested stakeholders; build awareness about STSFA road user charge https://ops.fhwa.dot.gov/fastact/index.htm deployments in the U.S. and abroad; and effectively educate interested stakeholders on STSFA road user charge pilot deployments.
• Disseminate accurate information about the benefits of advancing road user charge deployments in the U.S. Provide developed materials online to build awareness about STSFA road user charge deployments in the U.S. and abroad.
• Identify appropriate outreach activities designed to educate interested stakeholders, and host a minimum of one meeting and event in conjunction with a workshop/conference event that would allow STSFA pilot project managers to brief stakeholders on results/lessons learned from deployed pilots.
