693JJ320Q000056 Questions and Government’s Response

# Question Response 1 Under Task 2 on Page 5, the RFQ states

“Fact Sheets – one per State.” We interpret this as one per State/ grantee that has received STSFA funds. Please confirm that is accurate.

Yes with the exception of OR which is the lead State for OreGO and RUC West

2 Under Task 2 on Page 5, the RFQ states “Other easy-to-read informational documents that address the identified gaps…” Can the government provide the number, scope and type of these documents or is this open to be specified in the proposal?

FHWA does not have a number in mind and is open to seeing what is identified in the quote.

3 Does FHWA intend to have the contractor make and pay for travel arrangements for speakers at the STSFA Deployment Briefing?

The FHWA does intend for the contractor to make and pay for travel arrangements. The Request for Quote (RFQ) has been updated to reflect t this change.

4 Does current participation in STSFA grant recipient projects preclude or otherwise create a conflict for bidders to participate in the FHWA advertised project?

Current participation in STSFA grant recipient projects does not preclude or create a conflict for bidders for this effort.

5 Does participation in the advertised project preclude or otherwise create a conflict for bidders to participate in STSFA grant recipient (both current and future) projects (including research, pilots, communications, operations, etc.)?

Participation in this effort does not preclude bidders from participating in STSFA grant recipient projects.

6 On Page 4, Task 1, Schedule, the RFQ mentions a draft Project Schedule, prepared in MS Project. This is also included in the Task 1 deliverables. On Page 9 in the Performance Requirements Summary, the standard is a Project Management Plan and refers to Section

1.3 of the Task Order. Section 1.3 is Detailed Requirements so I think something is amiss here. I think the question is: Is a project management plan an additional deliverable as part of Task 1? Or is the requirement a project schedule and the table should be updated?

The RFQ table has been updated to reflect Section 1.3 Task 1 deliverables.

7 Is there an estimated cost associated with this effort?

The estimated ceiling for this effort is $350,000, including travel.

8 On page 7, section 3.4, the RFQ indicates no travel is expected. Yet, Task 3 is to host a STSFA deployment briefing meeting. This meeting, to be held in conjunction with a larger conference, Travel will be required. Please see the updated RFQ for more information.

requires the contractor to conduct all of the meeting coordination and prepare a summary report of the discussion so I think attendance is imperative. Can you please clarify this expectation?

9 The deliverables schedule on page 11 indicates that the Final Outreach and Awareness Report is only required in MS Word. Does this mean that 508 HTML is not required for this final deliverable?

The Final Outreach and Awareness Report will only be used internally, therefore does not need to be 508 compliant. The RFQ has been updated accordingly.
