STATEMENT OF WORK
OR DOT 20(3), Upper Sunken Grade Slide Repairs Geotechnical Investigation
Willamette National Forest, Linn County, Oregon
I. INTRODUCTION
The Western Federal Lands Highway Division (WFLHD) of the Federal Highway Administration is conducting a geotechnical subsurface investigation of a landslide on US Highway 20. Upper Sunken Grade is located at MP 56.1 (44.3983°N, -122.2607°W), approximately 25 miles east of Sweet Home, Oregon. The project location is shown on the Project Vicinity Map and the Boring Locations Map (Figures 1 and 2).
This investigation is comprised of four subsurface geotechnical borings.
Purpose of the borings at Upper Sunken Grade site is to investigate subsurface conditions within active, fast-moving, landslide and install instrumentation as part of landslide study. The borings at Upper Sunken Grade will also provide subsurface information for a proposed wall. Boring depths range in each boring from a minimum of 60 feet to a maximum of 110 feet. It is anticipated drilling methods will include hollow stem augers, HW and PW casing advancer, and HQ3 and PQ3 coring. Total drilling footage is outlined in the Table of Borings (Table 2, Attached) and will range up to a maximum of 360 feet.
Test borings are located both on and off the paved roadway. A track or truck drill rig is anticipated for all the borings.
Work also includes removing and disposing of a rubber stock tank from a previous drilling project.
Complete borings BH20-01 and BH20-02 before other borings to allow for monitoring at the end of the drilling project.
II. SCOPE OF WORK FOR DRILLING
All test boring locations contained within this statement of work are shown on the attached Table of Boring and Boring Location Map.
The Table of Borings includes approximate boring locations (GPS coordinates – WGS 84), estimated depths for each drilling method, minimum drilling depth, maximum drilling depth, the estimated number of in situ tests and Shelby tubes, anticipated tests and measurements, and comments on accessing boring locations. Boring locations will be marked in the field by the COR using a 4-foot lathe with flagging prior to the pre-drill meeting.
OR DOT 20(3) Upper Sunken Grade
A. Drill Type and Tooling Provide necessary drill rigs and equipment to perform and complete the specified work. Drill type is listed on the Table of Borings based on FHWA’s interpretation of the most practical means to access boring locations. However, the selection of drill type for each boring is up to the contractor. Tracking or skidding a portable rig to the sites is not allowed. Tracked equipment that leaves any indentations in pavement is not allowed to track down the roadway.
Supply all necessary equipment to drill all proposed test borings including: an 8-inch OD hollow stem auger system, standard SPT (2-inch), 2.5-inch and 3-inch split spoon (oversized) samplers, thin wall (Shelby and piston) tube samplers (minimum 3-inch diameter by minimum 2-feet long), HQ3 and PQ3 wireline core drilling system. Advance holes, shown on the Table of Borings, using hollow-stem augers until the groundwater table is encountered. Casing advancer system may be used in soil after the groundwater table is encountered and measured. Provide a drilling system capable of drilling and installing 2.75-inch and 3.34-inch O.D. inclinometer casing that is compatible with Durham Geo Enterprises, Inc. Slope Inclinometer probe and allows for vibrating wire piezometers (VWP) installed on the outside of the casing. Drilling fluids cannot enter surface waters.
Supply durable, all-weather core boxes, wood separator blocks, core logging table, soil sample bags (resealable plastic bags), and a water bailer to remove drill fluids from borings during drilling operations to check for groundwater.
Allow time for the drill inspector to take a picture and record the sample in the split-barrel sampler or in the split tube for rock core.
B. Test Boring Depths Drill all holes to the Minimum Depth indicated on the Table of Borings. Additional depth may be required as directed by the field inspector or COR up to the Maximum Depth listed. If footage is requested beyond the Maximum Depth work must not be completed until a contract modification has been authorized by the CO.
C. Sampling Intervals Drill all borings in accordance with this Statement of Work. Advance holes using drilling methods listed on the Table of Borings. When in soils, collect SPT samples every 2.5 feet depending on the requirements stated under the “Sampling Intervals” in the Table of Borings.
When coring or augering in rock and subsurface material is characterized as highly weathered, very weak to weak rock, take SPT samples to gauge relative density of the very weak to weak rock material.
D. Drive Samples (SPT) Collect drive samples using the standard SPT sampler unless otherwise directed by the Field Inspector or COR. Alternate use of the 2-inch SPT with 2.5-inch and 3-inch split barrel samplers, or both, in gravelly material, or where sample recovery with the standard SPT sampler is poor.
OR DOT 20(3) Upper Sunken Grade
The Contractor must:
• Replace the driving shoe on the split barrel samplers if it becomes dented or distorted or has excessive wear;
• Use split barrel samplers with a ball check and vent;
• Furnish metal or plastic sample catchers in the split barrel samplers; and
• Replace the sample catchers when they become worn or no longer function.
E. Drill Rig Automatic Hammer Efficiency Use a drill rig equipped with an automatic trip hammer to complete all borings, excluding borings requiring the use of a portable drill rig. Furnish hammer efficiency reports for all proposed drill rigs to be used on the project prior to mobilization. Reports that are older than one year at the time of contract execution will not be accepted. If reports are older than one year, have the drill rigs tested and submit the efficiency reports prior to the end of this contract.
F. Shelby Tube Samples Collect Shelby tube samples as indicated in the Table of Borings, or where a soft layer is encountered. Use a piston sampler in accordance with ASTM 6519 if appreciable material is not recovered during initial Shelby tube sampling. Additional Shelby tube samples using a piston sampler may also be required as directed by the drill inspector or by the COR.
A 3-inch O.D. ring-lined split barrel sampler (ring sampling) may be used if the soil is too stiff or gravelly to collect Shelby tube samples. Use a 3-inch O.D. ring-lined split barrel sampler in accordance with ASTM D3550. Shelby Tube samples are preferred sampling method and should be performed prior to performing a ring-lined sample.
Handle the Shelby tube and ring-lined samples with care and do not allow them to freeze.
Preserve and transport these samples in accordance with ASTM D4220.
The total number of Shelby tube samples that are taken under this contract must not exceed the number of Shelby tube and ring-lined samples listed on the quote sheet unless authorized by the contracting officer through a contract modification. Anticipated Shelby tube sample quantities are listed in the Table of Borings.
G. Samples Provide a dry, level, secure storage area on the project to store samples. The COR will transport the samples to WFLHD.
H. Water Level Check and record water levels and borehole cave-in depths for the following cases in all borings, as applicable:
• when advancing the borehole after wet soil samples are encountered
• when a borehole is stopped at the end of the work shift, and before resuming drilling the following shift
• after reaching the bottom of the borehole, and before pulling the augers/casing out of the ground, and
• after pulling the augers/casing out of the ground.
When drilling fluid is used to advance the holes, measure groundwater as directed by the COR.
If a hole is left open overnight and drilling fluids were used, bail the hole prior to leaving the site and measure water levels after the hole has been bailed and left open overnight. Record groundwater depths to the nearest tenth of a foot.
I. Test Boring Instrumentation Install the number of vibrating wire piezometers (VWP) in each test borings shown on the Table of Borings. Install slope inclinometer (SI) casing to the bottom borings shown on the Table of Borings. The Contractor will furnish the slope inclinometer pipe, vibrating wire piezometers, and materials and equipment to install the instruments. Furnish slope inclinometer pipe and vibrating wire piezometers compatible with Durham Geo Enterprises, Inc. inclinometer probe and VW Mini data logger. Furnish all other materials (e.g., grout, tremie tube, concrete, etc.)
needed to complete the vibrating wire piezometers, and slope inclinometer in accordance with the manufacturer’s installation manuals. Install the piezometer in accordance with the manufacturer’s installation instructions for the grouted-in method using the manufacturer’s recommended grout mix. Provide at least 10 feet of cable at the ground surface between the piezometer and the data logger. Note the vibrating wire piezometer serial number on the boring logs and depth of installation below ground surface to the nearest 0.1 foot.
Contractor Furnished Equipment and Materials The Government will take ownership of all equipment at the completion of this call.
Inclinometer Casing Installation Furnish and install 2.75-inch and 3.34-inch diameter inclinometer pipe into boreholes designated on the Table of Borings. Ensure all joints and end caps are watertight prior to installation. Do not put any water into casing. Use chain or drill rods as needed to provide counterweight during grouting in of the inclinometer casing. Permanently mark the Ao direction on the casing.
Use the following grout mix shown in Table 1:
Table 1: Grout Mix for Inclinometer casing and piezometer installation.
Vibrating Wire Piezometer Installation Grout the Vibrating Wire Piezometers (VWPs) into the boreholes following the procedures recommended for Grout-In Method by Slope Indicator (see http://www.slopeindicator.com/pdf/manuals/vw-piezometer-manual.pdf). Note the vibrating wire piezometer serial number on the boring logs and depth of installation below ground surface to the nearest 0.1 foot. Submit the VWP calibration certificate to the COR at least five calendar days prior to mobilization to the site. Grout the VWP in the borehole using the same mix as used for Slope Inclinometer Pipe installation.
J. Monitoring Well Covers Provide flush-mount and above surface steel monitoring well covers. Above-surface monitoring well covers must be capable of locking and a minimum of 9 inches in diameter. Flush-mount monitoring well covers must be a minimum 8 inches in diameter. Install above surface monitoring well covers at all borings except for borings BH20-01 and BH20-02 where flush-mount monitoring well covers are required. Install monitoring well covers with room to place the quantity of vibrating wire data loggers shown on the Table of Borings
K. Access In general, refer to the comments in the Table of Borings and the Boring Location Maps for more site-specific information. For all drill pad development work, disturbance of the ground and vegetation should be kept to a minimum footprint as is feasible to complete work. Do not cut tree limbs without oversight from the WFLHD COR or Field Inspector on-site when preparing drill pad sites. Upon completion of drilling, the access path and drill pad location must be restored to the natural contours as approved by the CO.
L. Pre-Drill Meeting Hold a pre-drill meeting on site with the COR and other appropriate Government staff prior to the start of drilling. At the pre-drill meeting, the COR will review all boring locations on-site with the Contractor. It is anticipated that this pre-drill meeting will take approximately a ½ day.
At that time, boring locations may be modified slightly based on site conditions to minimize environmental impacts and to address safety hazards. Do not offset borings more than 5 feet from staked locations discussed during the pre-drill meeting. Coordinate the pre-drill meeting at least one week prior to the meeting date.
The COR will provide a copy of environmental documents at the pre-drill meeting to be kept on-site during all operations.
M. Utility Locate Perform a utility locate is necessary for this drill project at all locations. Complete a utility locate using Oregon Utility Notification Center prior to the start of drilling (http://digsafelyoregon.com/).
