This is an Addendum to a Request for Qualifications (RFQ) issued by the City of Newport, Oregon's Public Works Department for professional engineering services on the NW 55th Street Improvements Project (Project No. 25-24006). The project encompasses full roadway design, stormwater infrastructure improvements, and construction support for a corridor extending approximately 1,900 feet from U.S. Highway 101 to NW Meander Avenue in Newport. The selected consultant will be responsible for detailed field inspections and surveying, development of paving and stormwater scoping analysis, completion of all necessary permitting, and delivery of final design and bid-ready documents. The RFQ was advertised on September 19, 2025, with statements of qualifications (SOQs) due by 2:00 PM Pacific Standard Time on October 16, 2025 (revised from original deadline). Non-mandatory site visits are available by request. The evaluation and scoring period is scheduled for October 17-23, 2025, with scope definition and contract negotiations occurring October 24 through November 7, 2025. A Local Contract Review Board presentation is anticipated for November 10 or November 24, 2025, with contract award anticipated December 8, 2025, and notice to proceed issued December 9, 2025. The design phase is scheduled to commence in December 2025 and conclude with final design deliverables by July 10, 2026, followed by construction procurement through October 31, 2026, and construction execution from November 2026 through February 2027.
Addendum No. 1 made several significant revisions to the original RFQ, including replacement of the previous RFQ document, extension of the SOQ maximum length from an unspecified amount to eight pages, inclusion of a preliminary scoping-level study as Attachment B, addition of a consultant requirement to complete all project permitting, and implementation of an interview scoring system (up to 20 additional points) as a tie-breaker in the selection criteria. The evaluation criteria remain unchanged with maximum scores of 30 points for Project Understanding, 30 points for Relevant Qualification and Experience, 30 points for Key Staff and Availability, and 10 points for References, totaling 100 points. The selected consultant will enter into a Professional Services Agreement with time-and-materials fee structure subject to a maximum amount to be negotiated, with monthly billing based on actual hours worked. The city will not reimburse costs associated with SOQ preparation. The contract is subject to Oregon Public Contracting Code requirements (ORS Chapters 279B and 279C), including prevailing wage and workers' compensation obligations. No incumbent vendors are identified. The preliminary scoping analysis provided identifies three geographic zones (East, Middle, and West) with multiple design alternatives ranging in estimated project costs from $179,061 to $670,716 for various zones and configurations, with total recommended project costs of approximately $1.66 million or lowest-cost alternatives at approximately $1.23 million.

2 Background
NW 55th Street is currently a narrow, primarily gravel roadway that serves an already developed residential neighborhood between Highway 101 and the coastal bluff. The corridor varies in width, contains multiple utility crossings, and includes both constrained and wider sections influenced by existing development. Because this is a developed area, improving NW 55th Street will require working with existing conditions to best fit roadway designs in alignment with the
City’s requirements in the adopted Transportation System Plan.
In addition to roadway paving, the project will include the design of new stormwater infrastructure along the entire corridor, extending from Highway 101 to the ocean outfalls at the coastal bluff. Stormwater improvements must address existing erosion and slope stability issues near the bluff outfalls, while also considering long-term maintenance and resilience.
The City previously commissioned Civil West Engineering Services to prepare a preliminary scoping analysis of the NW 55th Street corridor, included as Attachment B to this RFQ. The study reviews existing conditions, roadway zones, storm outfall alternatives, and preliminary
55th STREET IMPROVEMENTS PROJECT Page 4 cost estimates, and is provided for reference only. Proposers are encouraged to apply their own professional judgment in evaluating its content and may propose alternative approaches based on their own investigations and expertise.
Before advancing into full design, the selected consultant will be required to prepare and present a scoping-level analysis with their recommended design approach for City review and decision.
Because of the varying site conditions and the wide range of potential design solutions, this step is necessary to confirm the preferred approach before detailed design begins. Attachment B
(Civil West study) is provided for reference only; if that firm is selected, they must present it, and if another is selected, they must review it, complete any additional field work or surveys as needed, and prepare their own scoping presentation.
The City anticipates that the project will result in construction of a paved roadway with appropriate stormwater conveyance and collection systems, along with improved coastal bluff outfall protection to safeguard against erosion and instability. Because of the nature of the work, the project is also expected to require coordination with state and regulatory agencies for roadway and stormwater permitting, including approvals for stormwater outfalls and work along
Highway 101.
3 Proposed Scope of Work
The City of Newport is seeking professional engineering services to support the design and delivery of the NW 55th Street Improvements Project. At a minimum, the selected consultant will be responsible for:
1. Project Management and Coordination o Maintain regular communication with City staff and provide overall project management to ensure timely completion of tasks.
2. Field Investigation and Scoping o Complete topographic surveying, field inspection, and utility coordination along the full corridor.
o Develop a paving and stormwater scoping analysis with alternatives that account for varying right-of-way widths, existing development, and utility conflicts.
o Present the scoping analysis to the City for review and direction before advancing to design.
3. Design Services o Prepare bid-ready drawings, technical specifications, and an engineer’s estimate for roadway paving, stormwater conveyance and collection systems, and coastal bluff outfall improvements.
• Provide a geotechnical evaluation and a fully certified analysis and design certification for the roadway improvements and the stormwater infrastructure design, recognizing that the project is located within a designated City geologic hazard zone.
55th STREET IMPROVEMENTS PROJECT Page 5 o Coordinate with permitting agencies, as needed, for stormwater and coastal work, and work within and adjacent to State right-of-way. Consultant will be the lead on and handle all permitting for the project.
4. Bidding Support o The City will provide all EJCDC front-end bidding and contract documents, including General and Supplementary Conditions.
o The consultant will be responsible for preparing project drawings, technical specifications, and an engineer’s opinion of probable construction cost.
o Provide assistance during the City’s contractor solicitation process, including responding to bidder questions and preparing addenda if required.
5. Construction Support (Optional Services) o Provide limited inspection and engineering support services during construction, as authorized by the City.
The City reserves the right to amend the scope of work as needed to address additional project needs consistent with the intent of this solicitation.
4 SOQ Content and Organization
Please limit the Statement of Qualifications (SOQ) to eight (8) pages. Each side of a sheet counts as one page. A title page, cover letter, and résumés are optional; if included, they will not count toward the page limit.
Firms should avoid including brochures, boilerplate text, or general marketing material not directly relevant to this project or the proposed project team. SOQs should be concise, well organized, and clearly address the evaluation criteria in this section.
4.1 Project Understanding
Firms should briefly describe their understanding of the City’s goals for this project. This includes roadway design for NW 55th Street, stormwater improvements to address drainage and bluff stability, and the surveying and field work needed to support design.
4.2 Relevant Qualifications and Experience
Firms should provide examples of past work that is similar in nature, such as local street design, stormwater projects, or other work in built neighborhoods. Short project descriptions highlighting experience with roadway and drainage design are encouraged.
4.3 Key Staff and Availability
Identify the key staff who would be assigned to this project and their availability. A short summary of their role and experience is sufficient.
4.4 References
Provide at least three references for recent projects. Include a contact name, phone number, and email address.
55th STREET IMPROVEMENTS PROJECT Page 6
5 Selection Criteria
SOQs will be evaluated in accordance with OAR 137-048. Evaluation will be based on the criteria described in Section 4, with the following weighting:
Content and Evaluation Criteria Maximum Score
Possible
Project Understanding (4.1) 30
Relevant Qualification and Experience (4.2) 30
Key Staff and Availability (4.3) 30
References (4.4) 10
Total 100
The highest scoring SOQ will be invited to enter into contract negotiations with the City. In the event of a scoring tie, the City will conduct consultant interviews as an additional evaluation step. Interviews will allow the evaluation committee to further assess qualifications and project approach, and an additional potential 20 points may be awarded based on interview performance.
6 Reimbursement
City of Newport will not be responsible for any costs associated with preparing this SOQ.
7 Confidentiality
All SOQs submitted in response to this RFQ are subject to the Oregon Public Records Law (ORS 192.311–192.478) and may be disclosed to the public upon request once the submission deadline has passed. Until that deadline, SOQs will be treated as confidential to the extent permitted under law. Applicants should not submit materials they consider exempt from disclosure, as the City will not withhold, differentiate, or redact such materials prior to releasing them in response to a public records request.
8 Limitations
This request does not commit the City of Newport to pay any costs incurred to prepare any submittal. Further, the City of Newport reserves the right to:
• Accept or reject any and all SOQs received as a result of this RFQ at any time,
• Negotiate with any of the respondents,
• Cancel the request, in part or in whole, if it is determined to be in the best interest of the City to do so, 55th STREET IMPROVEMENTS PROJECT Page 7
• Award to the selected contractor any subsequent contracts, in whole or in part,
• Seek further submittals for this work.
• Seek clarification on any point in any SOQ at any phase of the selection process.
9 False or Misleading Statements
If the review committee feels, at any time, that a contractor’s SOQ contains false or misleading statements, references, or any other matter which does not support a function, attribute, capability, or condition as stated by the firm or firms submitting, the submittal shall be rejected, regardless of the status or the phase of the selection process.
10 Award of Contract
Statements of Qualifications (SOQs) are due at the time and date specified in the advertisement for this solicitation. Following the submission deadline, the City will evaluate all SOQs in accordance with the criteria described in this RFQ and the requirements of OAR 137-048.
The City will issue a Notice of Intent to Award to the firm receiving the highest score and will initiate contract negotiations shortly thereafter. If negotiations with the top-ranked firm are unsuccessful, the City reserves the right to negotiate with the next highest-ranked firm.
Award of contract is contingent upon successful negotiation of terms and approval by the City’s Contract Review Board.
A sample Professional Services Contract is provided as Attachment A.
11 Statement of Qualifications Withdrawal
Any respondent may withdraw its SOQ prior to the final deadline for submission by providing the City with a written request stating the desire to withdraw. Withdrawal of a proposal will not prejudice the right of a firm to file a new proposal before the deadline.
12 Rejection
City of Newport may reject any submittal not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all submittals upon finding that it is in the public interest to do so.
13 Licenses
Submittals for this professional services contract do not require a Construction Contractors Board license. However, if the selected firm engages in construction work as part of any subsequent contract amendment, all such work must be performed by a contractor licensed with the Oregon Construction Contractors Board.

Consultant acknowledges Consultant’s status as an independent contractor and acknowledges that Consultant is not an employee of the City for purposes of workers compensation law, public employee benefits law, or any other law. All persons retained by Consultant to provide services under this Agreement are employees of Consultant and not of City.
Consultant acknowledges that it is not entitled to benefits of any kind to which a City employee is entitled and that it shall be solely responsible for workers compensation coverage for its employees and all other payments and taxes required by law.
Furthermore, in the event that Consultant is found by a court of law or an administrative agency to be an employee of the City for any purpose, City shall be entitled to offset compensation due, or to demand repayment of any amounts paid to Consultant under the terms of the Agreement, to the full extent of any benefits or other remuneration Consultant receives (from City or third party) as a result of the finding and to the full extent of any payments that City is required to make as a result of the finding.
C. The Consultant represents that no employee of the City or any partnership or corporation in which a City employee has an interest, has or will receive any remuneration of any description from the Consultant, either directly or indirectly, in connection with the letting or performance of this Agreement, except as specifically declared in writing.
