About this file

The City of Yonkers and Yonkers Public Schools have issued a Request for Qualifications (RFQ) No. 535 for Vehicle Equipment Dealer Services to procure up to twelve (12) Class 3 Electric Cab & Chassis Trucks. The solicitation aims to support the City's sustainability initiatives by leveraging the New York State Energy Research and Development Authority (NYSERDA) New York Truck Voucher Incentive Program (NYTVIP). Proposals are due by 2:00 PM on Monday, September 29, 2025, and must be submitted electronically through the Empire State Bid System. The selected vendor will be responsible for completing NYTVIP voucher documentation, ensuring vehicle compliance with CARB certification requirements, and providing training and technical support.

The RFQ evaluates potential vendors across five key criteria: NYSERDA NYTVIP requirements (25 points), vehicle technical specifications (25 points), vendor experience and qualifications (20 points), warranty and support (15 points), and cost competitiveness (10 points). Proposers must demonstrate their ability to supply zero-emission trucks, complete voucher applications, and maximize cost savings through incentive programs. The City seeks a dealer who can provide NYSERDA-approved Class 3 electric vehicles that meet minimum specifications for gross vehicle weight, payload, range, motor power, battery capacity, and safety technology. The procurement aligns with New York State's Climate Leadership and Community Protection Act and aims to reduce greenhouse gas emissions by integrating electric vehicles into the municipal fleet.

I. Objective

The objective of this solicitation is for the eventual purchase of up to twelve (12) Class 3 Electric Cab & Chassis Trucks on behalf of the City. The City seeks to maximize cost savings and leverage available funding opportunities through the New York State Energy Research and Development Authority (NYSERDA) New York Truck Voucher Incentive Program (NYTVIP). Vendors must ensure that all vehicles, warranties, and documentation satisfy NYSERDA NYTVIP requirements, including program eligibility, dealer participation, and compliance with scrappage and reporting obligations. The vehicles will support the City of Yonkers’ commitment to sustainable fleet management and greenhouse gas reduction initiatives by integrating zero-emission vehicles into municipal operations.

II. Purpose and Background

The City of Yonkers is committed to modernizing its municipal fleet while advancing New York State and local sustainability initiatives. Transitioning to electric vehicles reduces greenhouse gas emissions, lowers operating costs, and improves air quality for residents. This procurement aligns with New York State’s Climate Leadership and Community Protection Act (CLCPA) targets for transportation electrification, as well as the City’s internal sustainability goals. By utilizing the NYSERDA New York Truck Voucher Incentive Program (NYTVIP), it will allow the City to take advantage of significant financial incentives, reducing upfront vehicle costs and enabling a more rapid transition to a clean, reliable, and cost-efficient municipal fleet.
