Quotations shall be sent and received via email by 3:00pm ET, May 13, 2022, with the subject line “RFQ 47PB0022Q0024 for Moakley Elevator QEI Services” to the POCs identified in (1) above and in accordance with the Solicitation Provisions and Instructions to Respondents.
(3) Requests for clarifications or interpretations. All requests for clarifications or interpretations (RFC) regarding the solicitation must be made in writing and shall be sent and received via email by 3:00pm ET on May 5th, 2022, with the subject line “RFQ# 47PB0022Q0024 Request for Clarification” to the POCs identified in (2) above.
In posing RFCs, contractors must cite the relevant solicitation document, section, and page number or, if appropriate, drawing sheet number and detail. Questions should be written in a manner that enables clear understanding of the Contractor’s questions or concerns.
The Government will attempt to answer all requests for clarifications or interpretations but does not warrant that all such requests will be answered, particularly those submitted after this deadline.
The Government will not attribute requests to an offeror. When specific information would affect preparation of proposals is disclosed to one or more potential offerors, that information will be made available to all offerors as soon as possible, but no later than the next general release of information, in order to avoid creating an unfair competitive advantage. However, information provided to a potential offeror in response to a question may not be disclosed if doing so would reveal the prospective offeror’s confidential business strategy. This information is protected under FAR 3.104
– Procurement Integrity or FAR Subpart 24.2 – Freedom of Information Act.
Should the answer to a question materially change the Solicitation, an amendment to the Solicitation will also be issued.

2.1 Payment Instructions:
The payment breakdown is:
(1) 1 payment for 4 meetings;
(2) Payment for each bi-weekly inspection;
(3) Payment for half day visit prior to final acceptance inspection; and
(4) Payment for final acceptance of inspections.

2.2 FAR 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 15 days of expiration of contract.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.
(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor

Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. 3.1 General Instructions

The Technical proposal shall include the information requested below for the non-price factors described in the Evaluation Criteria.

1.1 Section 1: Technical Capability
Key Personnel, Experience & Qualifications
(a) The offeror must provide a detailed explanation/narrative of the technical approach to be utilized in accomplishing the required tasks.
(b) The Offeror must provide a narrative summary description of the qualifications and experience of the team member(s) that are proposed to work on this assignment, including relevant examples of the number and complexity of projects that demonstrate the team’s experience in accomplishing the tasks required of the Performance Work Statement.
(c) The Offeror must propose a team that includes a certified Qualified Elevator Inspector
(QEI).
(d) The Offeror may provide any additional information that would help the Government evaluate for the Offeror’s technical capability in meeting the requirements and objective of the Performance Work Statement.
1.2 Section 2: Past Performance and Similar Experience
(a) The Contractor must provide at least three (3) specific examples of projects similar in size, scope and complexity to the required scope conducted by the team/key personnel listed in technical capability section of this quote. Include a brief explanation of each project and its outcome(s), including the approach utilized by, and highlighting the efforts and responsibilities of, the team.
(b) Contractor must also provide the References’ name, company contact name, phone number, email address and address. GSA may contact all references.
III. Volume 2: Price Proposal
The Offeror must provide a total firm fixed price to perform all work necessary to accomplish the contract and performance work statement. The expectation is for the contractor to be paid for each event, and therefore a breakdown for each event would be helpful in evaluating price as well as invoicing for payment. The payment breakdown is:

(2) Payment for each bi-weekly inspections;
(3) Payment for half day visit prior to final acceptance inspection;, and
