About this file

This is a Request for Quotations (RFQ) issued by the City of Oakland, California, through the Office of the City Administrator for the procurement of home medical equipment, specifically mechanized lift chairs for the Human Services Department. The City seeks vendors to supply standard-sized lift chairs, smaller-sized chairs, and large-sized chairs for bariatric clients, with options for multiple fabric colors and upholstery types. The awarded vendor must provide delivery and setup services to clients' residences. Questions regarding the RFQ are due by Wednesday, October 21, 2026, at 2:00 PM via email to the Procurement Buyer, Santiago Nocito. Bid proposals must be submitted through the iSupplier portal by Monday, October 26, 2026, at 2:00 PM, with late submissions not accepted. The contract award will be for an initial three-year period with an option to extend for two additional one-year periods. The City reserves the right to award the contract to multiple qualified vendors based on lowest bid and compliance with RFQ requirements.

Vendors must provide pricing as a percentage discount on their Price List and/or Manufacturer Suggested Retail Price (MSRP) and include warranty details, lead times, and delivery fees in their proposals. Proposals should identify the manufacturer's name, product number, and detailed item descriptions. Vendors are required to bill Medicare separately for the chair's mechanism component and deduct that amount from the final invoice to the City. General requirements include an active City of Oakland Business Tax License Certificate and compliance with all City insurance requirements as outlined in Schedule Q. All prospective bidders must register in the iSupplier system to access bid documents, addenda, and updates. Registration typically takes three working days for approval.
