About this file
This is an addendum to Request for Quote (RFQ) 4117-5 issued by the California Governor's Office of Emergency Services (Cal OES) for Microwave Frequency Coordination, Frequency Protection, Path Design, and Microwave Database Access Services. The addendum specifically modifies Section I. General Requirements H.7 by waiving the previously mandatory DVBE (Disabled Veteran Business Enterprise) requirements. The document strikes language that would have considered bids non-responsive for failing to meet DVBE program requirements.
The original RFQ includes requirements for vendors to submit various documentation including a Security and Confidentiality Statement, Payee Data Record (Std.204), and Declaration Forms. While the DVBE participation requirement of 3% of contract value is no longer mandatory, vendors should still comply with program requirements if possible. The state maintains the right to contact customer references during the week following quote submissions to validate information and determine customer satisfaction with provided services. Negative reference responses may be grounds for bid rejection.
