About this file

This document is Addendum 1 to Request for Qualifications (RFQ) 40893 for Districtwide Surveying Services, issued by the St. Johns River Water Management District on March 25, 2025. The addendum provides clarifications to prospective respondents regarding the solicitation, specifically addressing questions about employee documentation and key personnel requirements. The submittal due date remains 2:00 p.m. on Thursday, April 3, 2025, with the Evaluation Committee scheduled to review submittals on April 17, 2025. The District plans to issue a Notice of Intended Decision on April 18, 2025, with the Governing Board consideration for approving firm rankings on May 13, 2025, and fee schedule negotiations to begin with the highest-ranked respondent on May 15, 2025.

The addendum clarifies that no formal evidence of employee count is required, but respondents should provide a condensed list of employees, their licenses or degrees, and positions within the company. For key personnel, the District specifically requires information on the Project manager and surveyor of record, and does not require an on-site superintendent. Respondents are advised to acknowledge receipt of this addendum on the Submittal Form provided in the solicitation package, with questions to be directed via email to Mark Morris or Wendy Cox at the district's contact addresses.

DATE: March 25, 2025

TO: Prospective Respondents

FROM: Mark Morris, Associate Procurement Specialist

SUBJECT: Addendum 1 to Request for Qualifications 40893 Districtwide Surveying Services

As a result of inquiries received regarding the above-referenced solicitation, the following information and clarifications are provided to all prospective respondents:

Q1: Regarding Tab–1, Section (h) Can you please clarify what an acceptable form would be for “evidence of the number of employees currently employed by respondent.”

A: No evidence is needed. A condensed list of employees, their licenses or degrees, and position within the company, would give the committee insight into their robustness.

Q2: Regarding Tab–3, Key Personnel and Project Management subsection (a) requires the response to identify key personnel (project manager, engineer, and on-site superintendent).

Are these roles only suggestions or are they the exact roles the District would like to see as key personnel?

Would the District like to only see three key personnel, or can additional personnel be presented that are pertinent to the services required for this contract? Is there a limit on the number of key personnel presented?

A2: The District requires information on the Project manager and surveyor of record. The District does not require an on-site superintendent.

Please Note: The Evaluation Committee review for submittals date has been changed to April 17, 2025, and the anticipated issuance of the Notice of Intended Decision has been changed to April 18, 2025.
