About this file

This document is an Addendum to a Request for Qualifications (RFQ) for a Design-Build project issued by the St. Johns River Water Management District (the District) in Florida. The project involves the design and replacement of the downstream wing walls and the manatee overlook at the S-157 flood control structure located on the C-54 Canal in Brevard County. The District will procure this project through a two-step qualifications- and proposal-based competitive process, with Qualification Submittals due on October 25, 2024 and Technical and Price Proposals due on December 10, 2024. A non-mandatory pre-submittal conference is scheduled for September 18, 2024 at the project site. The goal is to enhance the structural stability of the flood control structure and perform routine maintenance replacement of the manatee overlook, with all work scheduled to be completed during the dry season.

The Addendum provides clarification on several questions related to the project, including the lack of a stipend, the completion date of the current project, the availability of a conceptual design, the hydraulic capacity of the structure, the brackish water conditions, and environmental guidelines. It also addresses questions regarding the evaluation criteria for location and prior work experience with the District. The Addendum includes additional documents such as a map showing drainage basins and culverts, as well as a spreadsheet with historical flow data.

DATE: September 25, 2024

TO: Prospective Respondents

FROM: LaDonna Johnson, Procurement Specialist

SUBJECT: Addendum #1 to Request for Qualifications – Design Build, #40381, S-157 Wing Walls and Manatee Overlook Rehabilitation Project

As a result of an inquiry, the following clarification is provided for your information.

Q1: Is there a stipend for the Technical & Price portion of the project?

A1: No

Q2: Will the current project be completed by November 2024?

A2: Yes

Q3: Is there a conceptual design for the rehabilitation of the pavilion?

A3: Yes, included in the solicitation package. See the Design Criteria Package/Statement of Work.

Q4: What is the hydraulic capacity?

A4: The hydraulic capacity of the structure is 6,500 cfs.

Q5: Is this brackish water and does that affect the design?

A5: The wingwall is within brackish water.

Q6: What are the Environmental Guidelines for the Manatee Overlook?

A6: The manatee overlook project involves only upland work. Therefore, no additional environmental guidelines are required beyond the standard permitting conditions.

Q7: Regarding Tab 4 Location of Respondent – this tab provides points for the proximity of the Proposer’s Office/Project Manager to the district office or service center. Should this tab be the Proposer’s proximity to the project site or the Palm Bay Service Center (PBSC) that will be performing the inspections and management of this project? The way it is currently written is that ABC company out of Jacksonville could receive 10 points for its proximity to the Jacksonville Service Center, but still be over 190 miles from the project location or the PBSC Center. While company DEF located 80 miles from the project site/PBSC would receive 5 points but are 110 miles close to the project?

RFQ 40381

A7: The criterion is correct as written, which is based on proximity to the District’s Headquarters or one of its three service centers (location of staff).

Q8: Regarding, Tab 5 – Volume and Quantity of work previously awarded to the Respondent.

Please explain why this tab is set up to award more points to the proposers who have never worked with the District and less points to proposers who have done multiple projects with the District.

A8: The solicitation is governed by the requirement of §40C-1.714, F.A.C., which requires the District consider such factors as the “. . . volume and quality of work previously awarded to the firm by the District. . .”, with the object of effecting an equitable distribution of contracts among qualified firms.

Q9: What is the design service life requirement for this project?

A9: 50 years

Q10: Can the District provide documentation regarding the amount of flow into the C-54 canal between S-157 and S-96 specifically the base flow of the canal, historical flow data, who is permitted to discharge into the C-54 canal upstream of S-157, and the locations of any culverts, structures, pump stations that discharge into the C-54 canal and their flow capacities?

A10: A map showing the drainage basins that discharge into the C-54 canal between the S-96 structure and the S-157 structure is attached. The map also includes most culverts that drain into the C-54 canal, which follow the naming convention 'C54xx.' Only culverts labeled with 'C54' discharge into the C-54 canal. All other structures displayed on the map do not drain into the C-

54. Discharge to the canal is primarily surface water runoff. No significant pumps that would appreciably alter offsite discharge beyond normal gravity runoff from the 15,000 acres drainage area were identified. Any potential pumps are not owned or controlled by the District.

Additionally, a spreadsheet with calculated dry season flow data over S-157 from 1990 to 2022 is included, along with the associated rating curve for reference.

Q11: Regarding rain delays, it is the Contractor’s responsibility to factor in a reasonable amount of rain days? We would like clarification on this regarding whether recovery days are to be included in this factor. On several occasions we have witnessed a 3” rain event that raises the canal water elevation over a foot and this can take anywhere from 4 to 7 days for the canal to stop flowing over the open slots in the gates at S-157.

A11: The District cannot provide a definitive answer on rain delays due to the uncertainty of the design build team's approach regarding bypass or other construction methods. Depending on the design from the team, it is unknown whether the contractor will be able to continue working while some flow is passing through the structure. Therefore, we are unable to estimate the time required for work to resume after rain events. Included in this addendum is historical flow data for the dry season, which offers a range of probabilities that flow will exceed certain levels. The design build team is responsible for factoring in this data and determining the level of risk they are willing to assume based on their chosen method of construction and bypass (if any).
