About this file

This document is an Addendum 1 for an RFQ (Request for Qualifications) from Brevard County Purchasing Services for Eels Land Acquisition Services, dated February 13, 2025. The RFQ (RFQ-4-25-09) seeks a contractor to assist with land acquisition efforts, with the proposal opening date set for February 20, 2025, at 10:00 AM. The contract will begin as soon as possible after contractor selection and contract execution, with the primary responsibilities including reviewing due diligence products, developing negotiation strategies, and providing input at Acquisition and Restoration Council (ARC) meetings.

The addendum clarifies several key aspects of the contract, including that the county staff will handle funding applications, property list coordination, and due diligence product coordination (surveys, appraisals, environmental site assessments). The contractor is not expected to be an attorney but may provide additional legal advice if appropriate. The county will only share the specific list of properties to be pursued with the awarded contractor, maintaining landowner privacy. The main objective is to have a contractor familiar with the land acquisition process who can provide strategic guidance and representation at key meetings.

Addendum 1

TO ALL PROSPECTIVE CONTRACTORS

This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their Proposal.

CLARIFICATION TO QUESTIONS ASKED RECEIVED:

QUESTION 1: Page 18, Scope of Work, 4. – Does provision of legal expertise mean that the County is requesting attorneys to review contractual documents and provide legal advice?

ANSWER 1: No. The County Attorney’s office provides this expertise. This just means the contractor could provide additional legal advice as they feel appropriate but no requirement for an attorney.

QUESTION 2: Page 20, Tab 3 Project Management – “The Contractor shall describe their data management and cost tracking capabilities.” Can you expand on or give an example of what is be requested here.

ANSWER 2: We need to be able to evaluate how the vendor will maintain a record of their work efforts, documents, etc. and the documentation of time and fees being charged to the County.

QUESTION 3: Is there already a list of properties that the County wants the contractor to pursue? If so, can you provide a list and/or maps?

ANSWER 3: There is an established list, however in order to protect the privacy of the landowner, it will only be provided to the awarded contractor.

QUESTION 4: Will the County expect the contractor to complete Florida Forever applications and/or applications/proposals for other funding programs?

ANSWER 4: No. Any funding applications will be prepared by staff but will need input and guidance from the contractor as it is developed. The main goal here is to have a contractor that is familiar with the process so they can be present at ARC meetings to provide input when county acquisition issues are before the ARC (Acquisition and Restoration Council DEP, Tallahassee).

QUESTION 5: What is the start date of the contract?

ANSWER 5: Start date will be as soon as possible after contractor is selected via Notice of Award, and based on contract execution.

QUESTION 6: Will the contractor be expected to coordinate the acquisition of due diligence products such as surveys, appraisals and environmental site assessments?

ANSWER 6: No. EEL staff will coordinate bidding, awarding and coordination of surveys, appraisals and Phase 1’s. The contractor will be expected to review the results for consideration in developing negotiations strategies.

Please note that the proposal opening date and time remains February 20, 2025 @ 10:00 AM.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers Purchasing Manager
