About this file

This document is Addendum 1 for Brevard County's Request for Qualifications (RFQ-4-25-09) for Eels Land Acquisition Services, issued on February 13, 2025. The addendum provides clarifications to prospective contractors regarding the land acquisition services procurement. Key details include confirmation that the proposal opening date remains February 20, 2025, at 10:00 AM, and the contract start date will be as soon as possible after contractor selection via Notice of Award. The addendum addresses six specific questions from potential bidders, clarifying that the County Attorney's office will provide legal expertise, the contractor should demonstrate data management and cost tracking capabilities, and a property list will only be shared with the awarded contractor.

The addendum specifies that EEL staff will coordinate due diligence products such as surveys, appraisals, and environmental site assessments, with the contractor expected to review results for negotiation strategy development. The contractor will not be responsible for completing Florida Forever applications, but should be familiar with the acquisition process to provide input at Acquisition and Restoration Council (ARC) meetings. The document maintains that all other terms and conditions of the original RFQ remain unchanged, and was signed by Mary Bowers, the Purchasing Manager, indicating Brevard County's continued commitment to their land acquisition initiative.

Addendum 1

TO ALL PROSPECTIVE CONTRACTORS

This is an Addendum to and shall be considered as part of the original Proposal package for the above-mentioned Proposal. Contractors are requested to acknowledge receipt of this Addendum with their Proposal.

CLARIFICATION TO QUESTIONS ASKED RECEIVED:

QUESTION 1: Page 18, Scope of Work, 4. – Does provision of legal expertise mean that the County is requesting attorneys to review contractual documents and provide legal advice?

ANSWER 1: No. The County Attorney’s office provides this expertise. This just means the contractor could provide additional legal advice as they feel appropriate but no requirement for an attorney.

QUESTION 2: Page 20, Tab 3 Project Management – “The Contractor shall describe their data management and cost tracking capabilities.” Can you expand on or give an example of what is be requested here.

ANSWER 2: We need to be able to evaluate how the vendor will maintain a record of their work efforts, documents, etc. and the documentation of time and fees being charged to the County.

QUESTION 3: Is there already a list of properties that the County wants the contractor to pursue? If so, can you provide a list and/or maps?

ANSWER 3: There is an established list, however in order to protect the privacy of the landowner, it will only be provided to the awarded contractor.

QUESTION 4: Will the County expect the contractor to complete Florida Forever applications and/or applications/proposals for other funding programs?

ANSWER 4: No. Any funding applications will be prepared by staff but will need input and guidance from the contractor as it is developed. The main goal here is to have a contractor that is familiar with the process so they can be present at ARC meetings to provide input when county acquisition issues are before the ARC (Acquisition and Restoration Council DEP, Tallahassee).

QUESTION 5: What is the start date of the contract?

ANSWER 5: Start date will be as soon as possible after contractor is selected via Notice of Award, and based on contract execution.

QUESTION 6: Will the contractor be expected to coordinate the acquisition of due diligence products such as surveys, appraisals and environmental site assessments?

ANSWER 6: No. EEL staff will coordinate bidding, awarding and coordination of surveys, appraisals and Phase 1’s. The contractor will be expected to review the results for consideration in developing negotiations strategies.

Please note that the proposal opening date and time remains February 20, 2025 @ 10:00 AM.

All other terms and conditions remain unchanged.

Sincerely, Mary Bowers Purchasing Manager
