The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government is not obligated to determine a competitive range; conduct discussions with all contractors; solicit final revised quotes; or use other techniques associated with FAR Part 15. The contracting techniques associated with FAR Part 15 are not mandatory.
By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or sub-factors.
