a. QUALITY CONTROL. The Contractor shall develop and maintain a quality control plan/program to ensure medical and hazardous waste services are performed in accordance with commonly accepted commercial practices. The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services.

b. QUALITY ASSURANCE. The Government will periodically evaluate the Contractor performance by appointment a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the Contractor’s performance through intermittent on-site inspections of the Contractor’s quality control program and review any deviations from the above performance objectives.

The Government may inspect each task as completed or increase the number of quality control inspection if deemed appropriate because of repeated failures during quality control inspections or because of repeated complaints. Likewise, the Government may decrease the number of quality control inspections if performance dictates.

c. PERFORMANCE OBJECTIVES. The contractor service requirements are summarized into performance objectives that relate directly to mission essential items. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. These thresholds are critical to mission success.

d. QUALITY ASSURANCE SURVEILLANCE PLAN FOR MEDICAL AND/OR HAZARDOUS WASTE COLLECTION AND REMOVAL. The Quality Assurance Surveillance Plan (QASP) has been developed to evaluate Contractor action while implementing this PWS. It is designed to provide an effective surveillance method of monitoring Contractor performance for each listed objective in the contract. The QASP provides a systematic method to evaluate the services the Contract is required to furnish. It is based on the premise the Government desires to maintain a quality standard in services and the QASP is the best means of achieving that objective. The Contractor, and not the Government, is responsible for management and quality control actions to meet the terms of the Contract. The role of the Government is quality assurance to ensure Contract standards are achieved. In the Contract, the quality control program is the driver for product quality. The Contractor is required to develop a comprehensive program of inspections and monitoring actions. The first major step to ensuring a “self-correcting.’

Contract is to ensure that the quality control program approved at the beginning of the contract provides the measures needed to lead the Contractor to success. Once the quality control program is approved, careful application of the process and standards presented in the remainder of this document will ensure a robust quality assurance program.
