About this file

This is Amendment 0002 to solicitation 36C25225Q0138 for infectious waste and medical waste collection/disposal services at the Captain James A. Lovell Federal Health Care Center in North Chicago, IL. The amendment provides answers to vendor questions and requires acknowledgment from bidders.

Key details from the Q&A include: The incumbent is Hamilton Alliance, Inc. (contract 36C25219D0083). VA personnel collect and package waste inside facilities, with contractors only picking up from central receiving areas and transporting for disposal. The waste is stored in "black" and "yellow" containers/boxes purchased separately by VA, which contractors transfer to 30-gallon drums for transport. The estimated volume for Naval Station buildings is 28,000 lbs cumulative. While contractors don't need permanent on-site personnel, supervisors and technicians must meet 29 CFR 1910.120 training requirements. Waste can be transported on the same trailer but cannot be mixed in the same containers. The solicitation due date remains unchanged from Amendment 0001.

RFQ 36C25225Q0138– Vendor Questions with Answers

1. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number? The previous/current contract was awarded to HAMILTON ALLIANCE, INC. – Contract 36C25219D0083.

2. What is the current total contract value of the existing contract? This information can be found on FPDS.

3. Does the solicitation require labor inside the hospital and CBOC’s for the collection and packaging of PIMW waste or is the vendor only required to pick up the waste from the central receiving areas and transport for disposal? VA personnel collect and package all PIMW – the vendor will only be required to pick up waste from the central receiving areas and transport for disposal.

4. Is the waste currently collected and brought to the central receiving areas by VA staff members? Yes.

5. If the vendor is required to provide onsite labor to package the waste inside the facilities, approximately how many onsite service hours weekly is the Government expecting the vendor to provide with their onsite technician? All waste inside of VA facilities should be packaged by VA personnel prior to the vendor picking up the waste; however, in rare occasions contractor personnel may be required to package some waste inside the facility. If so, it should take approximately 15-20 minutes.

6. Other than the listed 30-gallon Sealable Drum with Liners, what other types of containers are required. How is the waste currently being containerized? The waste is collected by VA staff and put into various “black” and “yellow” containers/boxes and stored in the designated receiving areas. These “black” and “yellow” containers/boxes are purchased under a separate VA program. When the contractor arrives for service, they empty the containers/boxes into the 30-Gallon drums and transport for disposal. Clean 30-Gallon drums are then left on site for next visit.

7. Is the contractor responsible for picking up the waste throughout the facilities, or will it be staged in an area by facility employees for pickup? Answered – see above.

8. What is the differentiation between inclement and severe weather? Inclement weather may include rain, light-medium snow fall, medium-high winds. Severe weather may include tornados, floods, blizzards, damaging winds. The COR has the flexibility to work with contractors when weather is less than ideal. The CO/COR will use sound judgement in determining delays allowable due to weather.

9. “Wastes generated by FHCC North Chicago and Naval Station Clinics shall not be manifested to storage stations and subsequently re-manifested unless specific case-by-case authorization is obtained from the COR.” What is the process required for obtaining approval? Our incineration plant does not accept 3rd party manifests, we have a process in place with our current customers, where the waste (not considered EPA Hazardous Waste) manifested to our facility. We then create manifests with the customers document #’s input into section 14 of the waste manifest to the incinerator. The incinerator then takes possession of the waste and processes it through their incinerator, and we are provided a certificate of destruction for all the waste. There shall be an approved chain of custody from pickup through disposal. In cases where subcontractors are involved approvals must first be granted/approved by the CO, COR, and other facility authorities.

10. “The Contractor shall certify the Contractor's supervisor(s) and all technicians that will work on FHCC North Chicago and Naval Station premises have received at least the minimum training required by law as specified on 29 CFR 1910.120.” Does the contract provide for permanent on-site personnel if yes how many? No. If not, are supervisors required to be onsite when the work is being done on the FHCC North Chicago and Naval Station Clinics? No. Does the current contract provider have permanent on-site personnel on station at all times? No.

11. Within this chart there are two lines that state: “Disposal/Treatment of Methanol Vials” What type of waste is this and how has it been managed in the past? Is the waste Hazardous Material Waste, Biohazardous? This waste is Biohazardous and/or Regulated Medical Waste.

12. Description of Services: The above Naval Station Bldgs. are not listed individually on the provided Estimated Quantities and Frequency Chart, is the weight of 28,000 lbs. an accumulative total for all locations on the Naval Station? Yes

13. Use of ultimate Disposal Sites: “Box No. 14 on the shipping manifest shall bear the name and address of the ultimate TSDF. Wastes generated by FHCC North Chicago and Naval Station Clinics shall not be manifested to storage stations and subsequently re-manifested unless specific case-by-case authorization is obtained from the COR. Wastes approved for transport to storage stations shall not be commingled in the same shipping container with wastes from any other generator. Block 22 of the Potentially Infectious Medical Waste Manifest will bear the 24-hour Emergency telephone number and the Department of Transportation exemption number for PIMW containers over 120 gallons, which is DOT SP: 11185. Disposal shall be in accordance with existing local, State, and Federal regulations. The Contractor shall be responsible for any permit or fees associated with the use of disposal locations.” Does the “commingled in the same shipping container with wastes from any other generator” refer to individual containers or transport trailers? Waste can be on the same transport trailer but not mixed in the same containers.
