STATEMENT OF WORK

INSTALL ALTERNATE CONNECTIONS

FOR STEAM AND CHILLED WATER AT LAKE NONA

PROJECT NO. 675-22-117

I. TECHNICAL SERVICES:

A. Scope of Work:

1. This project will install alternate utility connection points at the Lake Nona VA Central Energy Plant

(CEP) to support the operation of temporary mechanical equipment, including a mobile boiler, temporary chiller, temporary cooling tower, and all required ancillary equipment. The connection points will allow the facility to maintain continuous operations during outages, maintenance, or emergencies through “plug-and-play” integration of temporary mechanical equipment.

2. All utility connections will stem from the Central Energy Plant (CEP). The existing infrastructure at the CEP will be extended and upgraded to provide all necessary utility connection points, including, but not limited to, electrical power, fuel, steam, chilled water, condenser water, and data connections.

These extensions are intended to be readily accessible and secure, enabling fast and reliable connection of temporary equipment and systems without disrupting existing operations.

3. The project will also be executed in accordance with the design specifications established by the A/E, as well as the VA Physical Security and Resiliency Design Manual (PSRDM) to ensure compliance with federal physical security standards for VA mission critical facilities and life-safety protected facilities.

B. Project Overview:

1. The Orlando VA Healthcare System at Lake Nona, located at 13800 Veterans Way, Orlando, FL

32827, requires an enhancement of the existing Central Energy Plant (CEP) pertaining to alternate utility connection points to maintain operational safety and efficiency of its chilled water and steam systems.

a) Architectural: Contractor shall ensure all temporary equipment enclosures, pads, and penetrations into existing building envelopes (walls/roof/ground) are weather-sealed and aesthetically coordinated with existing conditions. Modify and/or create access pathways and openings as needed for routing temporary piping. Install or restore wall, ceiling, or roof finishes disturbed by utility tie-ins. Mitigate impedances to pedestrian access in and around the VA campus. All architectural work shall be in accordance with Physical Security and Resiliency Design Manual

(PSRDM) requirements and the approved Design Specifications established by the respective

A/E.

b) Structural: Structural support is required and shall be provided for the new condenser water piping, chilled water piping, and steam piping systems to be installed as part of this work and any necessary anchoring or pad installations. Ensure support structures meet seismic, wind load, and

VA design and safety requirements. Contractor shall refer to approved design drawings and specifications regarding establishing structural support for boiler, chiller, and cooling tower distribution.

c) Mechanical/Plumbing: This project will provide alternate connections for the hookup of a temporary boiler, temporary chiller, temporary cooling tower, and all required ancillary equipment at the Lake Nona Central Energy Plant (CEP). The temporary connections shall be at the CEP with respect to the mechanical design. The fueling station panel box located at the CEP at the parking lot will also be demolished, with piping capped below grade and overfill alarm relocated to the new connections panel enclosure. Temporary Boiler Connection shall include establishing a fuel source (both primary and backup). Natural gas and fuel oil connections shall be in accordance with the approved design drawings. Refer to VA Design specifications for all -but not limited to - temporary Chemical treatment, condensate, sampling, chilled water, and cooling tower connections.

d) Electrical: This project will provide electrical connections for the hookup of a temporary boiler, temporary chiller, temporary chiller, and temporary cooling tower at the Lake Nona VA campus.

The temporary connection shall be at the CEP location. All points of connection will include power to the equipment. The electrical design shall include all normal and emergency power requirements for the work associated with providing the alternate connections for the mechanical equipment. Electrical design shall comply with latest VA Design specifications, national codes, and equipment manufacturer recommendations.

e) Civil: This project shall include installation of an exterior reinforced concrete equipment pad, re-routing of the access road behind the Central Energy Plant, asphalt paving, curbs, sidewalks, and landscaping, - protecting the existing foundations. New work shall be installed to connect existing asphalt roadway and equipment slab. All civil construction and landscaping shall be completed in accordance with the design specifications.
