About this file

This document is Amendment # 1 to a Request for Qualifications (RFQ) # 32701-25-349 issued by the Tennessee Department of Environment and Conservation for Tennessee State Parks Master Planning. The RFQ seeks qualified firms to develop master plans for multiple state parks across Tennessee, with a total budget of $600,000 to complete as many plans as possible. The RFQ was originally issued on July 9, 2025, with key dates including a pre-response conference on July 21, 2025, a response deadline of September 2, 2025, and anticipated contract award on September 12, 2025. The state plans to contract with up to 5 firms based on competitive scoring, with a preferred project timeline of 10 months or less.

The amendment clarifies several important details, including that no cost proposal is required with the initial response, and the procurement file with potential respondents will be released after evaluations are complete. The total funding of $600,000 will be used to develop master plans for parks throughout Tennessee, with the specific park locations not yet publicly announced. The state indicates the possibility of additional funding in future budget years, though there is no guarantee. Respondents are required to submit technical responses digitally, with detailed formatting and submission instructions provided in the amendment. The RFQ focuses on obtaining qualified firms to create comprehensive master planning documents for Tennessee State Parks.

complete and a notice of intent to award is issued.

3. To clarify the $600,000 is total for all planning, not per park, correct?

Yes, that is correct. We will use the funding to complete as many plans as possible.

4. Will there be a sign-in list for attendees of this meeting shared out?

Please see response to question 2.

5. Is it possible that additional funding for Master Planning will be added in future budget years?

Yes, it is possible. At this time though, there is no guarantee additional funding will occur.

A.7 Pro Forma

3 6. After qualified firms are selected for the work can you confirm that TDEC will award for each park based only on lowest fee?

Correct

5.2 14 7. How many contractors will be selected through this process?

Up to 5. The State will contract with up to the top 5 highest scores achieving the competitive range outlined n the RFQ.

3.1 6 8. For the Cost Proposal, should this be based on the Pro Forma’s Statement of Work (Vendor Bid table) or are you looking for hourly rates for the team?

There will be no cost proposal associated with this RFQ, responses will consist solely of a technical response. References to cost proposal submissions have been removed from the RFP.

3.3 6-8 9. On page 8 (3.3.4.4-3.3.4.6), of the RFQ, it seems that the e-mail submission instructions are the same as the printed version. Are there any instructions that may need to be updated that are specific to e-mailing?

No. Email submissions have the same requirements as paper submissions.

Attachment B B.13

20 10. On page 20 under B.13., are we to estimate the number of hours that each individual will devote to the required tasks based on the Pro Forma’s Statement of Work

No. References to estimated hours of work in item B.13 of Attachment B have been removed.

Attachment B B.18

that you will maybe only review the first five that come in.

Attachment C C.1

24 12. On page 24, under C.1., for the project schedule narrative, are we to assume 10 months based on the Pro Forma Statement of Work?

Yes, 10 Months or less is our preferred timeline.

3.3 6-9 13. On the RFQ review it was stated no cost should be submitted with the initial RFQ response. Section 3.3.22 requires One (1) Cost Proposal in the form of one (1) digital document in “PDF” or “XLS” format properly recorded on a separate, otherwise blank, USB flash drive clearly labeled:

“RFQ #32701-25-349 COST

PROPOSAL” Is this a future requirement related to selected firms responding to task orders for individual parks or does this need to be part of the initial technical response?

Please see response to question 6.

Attachment B B.9 and B.10

19-

14. On items B.9 and B.10 of the RFQ, it asks us to provide statements about litigation against us or SEC investigations into us. Is it sufficient for us to make that statement ourselves? The reason we ask is that in the second paragraph of each of those sections, it says that we must be licensed to make such statements and show proof of that licensure if required by the State. We're unsure as to what sort of licensure is needed here. Are you looking for a licensed third party (e.g.

attorney) to perform research into our litigation/investigation history and if so, what type of organization would that be?

Can you give us guidance here if we need something beyond making those statements ourselves?

As noted in B.9. and B.10., “[a]ll persons, agencies, firms, or other entities that provide legal opinions regarding the Respondent must be properly licensed to render such opinions.” A license to practice law is required to render legal opinions regarding a respondent.

15. [We] would like to request a copy/sample of the master contract at your earliest

Please see Pro Forma document.

This is the master contract.
