About this file

This is a Justification for Restricting Competition Not Exceeding the Simplified Acquisition Threshold submitted by the U.S. Department of State for a sole-source procurement.

The U.S. Embassy in Bangkok, Thailand seeks to procure Samsung Business TVs (specifically the BEHX-H Series) for the New Office Annex (NOX) to equip offices, conference rooms, meeting spaces, and training areas. The estimated contract value is $114,213.00 for the entire period of performance, including options, to be awarded to Thai Samsung Electronics Co., Ltd. or an authorized reseller. The justification for sole-source procurement cites urgency and brand-name requirements under Federal Acquisition Regulation 12.102(a). The Samsung BEHX-H Series is deemed uniquely qualified due to advanced security controls including PIN-code protection, Panel Button Locks, and USB Port Locks that prevent unauthorized tampering and eliminate embedded advertisements inherent in standard consumer televisions. The displays support the Bureau of Diplomatic Technology's strategic objectives by providing secure, enterprise-level infrastructure aligned with the agency's security mandates and the Department of State's Strategic Plan for Fiscal Years 2026-2030. Additional qualifications include Tizen Zero Config and Tizen Business Manager capabilities for remote configuration and updates across multiple locations, supporting the bureau's operational simplicity objectives. Market research confirmed that standard consumer models lack these essential physical and digital security mitigations. The Contracting Officer has determined the anticipated cost to be fair and reasonable. The justification was signed by Russell E. Taylor, Deputy Customer Engagement Chief, on August 17, 2026, and by Contracting Officer Ramon Menendez-Carreira on August 18, 2026.

RESTRICTING COMPETITION NOT EXCEEDING THE SIMPLIFIED

ACQUISTION THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING

ACTIVITY

Department of State Contracting Activity

☐ Acquisition Management ☐ Foreign Service Institute ☐ Office of Foreign Missions ☐ U.S. Mission to the United Nations ☒ Overseas Post, Bangkok, Thailand

Requiring Activity NOX – TVs for offices, conference, meeting, and training spaces

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING

APPROVED

Approval is requested to award on a sole source basis to Thai Samsung Electronics Co., Ltd. or an authorized reseller on their behalf for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY’S NEEDS

The requirement is to provide a large purchase of Samsung Business TVs (specifically the BEHX-H Series) at the New Office Annex (NOX). The estimated value for the entire period of performance is $114,213.00, including options.

These supplies require that the contractor provide specific commercial-grade displays that eliminate unwanted advertisements and ensure rigorous local hardware security. This will allow the Bureau of Diplomatic Technology to accomplish its mission of delivering world-class, global, secure IT that supports the Department’s mission and workforce. Procuring these specific displays directly supports the Bureau's core strategic priorities of deploying modern, simple, and secure technology.

Note: This documentation covers only the portion of the acquisition which is brand-name, specifically the Samsung BEHX-H Series Business TVs.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING

OTHER THAN FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 12.102(a), the Contracting Officer has deemed only one source reasonably available based on the following:

Urgency Brand-name

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S

UNIQUE QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES

USE OF THE AUTHORITY CITED

The Bureau of Diplomatic Technology (DT) requires the specific brand name of Samsung BEHX-H Series Business TVs to meet stringent security, operational, and mission requirements. Standard commercial off-the-shelf (COTS) consumer televisions cannot be used for this requirement because they inherently contain embedded advertisements and lack the enterprise-level security controls required to protect the Department's operational environments.

The Samsung BEHX-H Series Business TVs are uniquely qualified to meet the agency's needs for the following reasons:

• Advanced Security Controls: The BEHX-H series provides robust, built-in security features not found on standard model lines. This includes a dedicated PIN-code system that locks the TV to prevent unauthorized users or outsiders from tampering with the screen. Furthermore, the hardware features a Panel Button Lock and a USB Port Lock, which physically secure the device from localized interference.

• Alignment with DT Security Directives: These security capabilities are essential for meeting DT's "Goal 3 | Secure" mandate to deploy secure and resilient technology around the world, ensuring diplomats can conduct their mission with confidence and without disruption. It aligns with DT Objective 3.2 by securing enterprise infrastructure and safeguarding sensitive environments against physical and digital tampering.

• Operational Simplicity and Centralized Management: The BEHX-H series features

Tizen Zero Config and Tizen Business Manager, which allow IT managers to remotely install, configure, and update multiple units across different locations without needing to travel or perform local installations. This directly addresses DT's "Goal 2 | Simple," which mandates simplifying operations, reducing administrative burden, and standardizing enterprise solutions across the globe.

• Support of the Agency Strategic Plan: Securing these specific, advertisement-free, and locked-down commercial displays supports the broader Agency Strategic Plan for Fiscal Years 2026-2030, specifically Objective 5.4, which focuses on strengthening the U.S.

technological edge and protecting against the proliferation or exploitation of untrusted foreign technology, software, and surveillance systems.

Market Research: Market research was conducted to evaluate standard consumer television displays versus commercial-grade business displays. Research indicated that standard consumer models mandate the acceptance of terms and conditions that allow the injection of intrusive advertisements, which poses both a distraction and a potential vector for malicious content.

Furthermore, alternative consumer models lack essential physical security mitigations such as Panel Button Locks and USB Port Locks, which are required to maintain the integrity of Department displays. Therefore, only the Samsung BEHX-H Series Business TV meets the Government's technical and security requirements.
