1. Intent: The intent of this solicitation is to select a qualified firm to perform mowing, trimming, and trash pickup of Sector
2 & 3 Municipal Service Taxing Units (MSTUs) and Municipal Service Benefit Units (MSBUs) on an interim basis while a solicitation is completed for a longer-term engagement. The services described shall be performed by a landscape management contractor (herein referred to as successful Bidder) on a regularly scheduled basis as outlined. There shall be no deviation from the management specifications without prior approval from the Osceola County’s Project Manager.
2. Scope of Services. The successful Bidder shall perform interim mowing, trimming, and trash pickup of Sector 2 & 3 Municipal Service Taxing Units (MSTUs) and Municipal Service Benefit Units (MSBUs). The mowing and landscape maintenance consists of various types of mowing, weed-eating, edging, inlet/outlet cleaning of retention/detention areas, drainage systems, and common areas. This includes debris and trash removal that consists of roadway signs, litter, downed limbs, yard waste, etc. This contract has similar expectations to a residentially provided service, as it is in very active neighborhoods and the areas to be serviced are within close prominently to residential yards and homes. Some mechanical edging, sweeping or blowing of paved areas, may be required. This Agreement is based on a single, fixed price per service area, per cycle cost. The price set for each item is inclusive of all labor, supervision, materials, supplies, equipment, tools, transportation, handling, assessments, fees, and taxes, etc. The COUNTY reserves the right to add, delete or modify the scope of services or frequency of service.
A. Landscape Maintenance Supervisor: The successful Bidder shall provide a qualified individual who shall be responsible for the performance of the work within the service areas. The name of this person and an alternate, who shall act on behalf of the successful Bidder when the supervisor is unavailable, shall be designated in writing. The

Rev 10 -2025 2 individual responsible for the work, or the alternate, shall be on site when the work is being performed. The successful Bidder supervisor or alternate shall have full authority to act for the successful Bidder on all matters relating to daily operation of this agreement.
B. Availability: The successful Bidder’s supervisor or alternate shall be available during normal business hours within two (2) hours to meet with COUNTY personnel to discuss problem areas.
C. Vehicle Operator Licenses: The successful Bidder shall ensure that all vehicle operators have a valid Florida operators' license for the type of vehicle being driven, prior to commencement of work.
D. Hours of Work: Most of the areas described herein are located in residential communities. The successful Bidder shall schedule the work in such, to provide the least inconvenience to occupants of buildings, residences and pedestrians.
Work may be performed by the Contractor between the hours of 7:00 a.m. and 5:00 p.m., MONDAY through THURSDAY. Fridays will be for inspection and correction of any identifiable issues. No work is to be performed on Saturdays or Sundays. During times of extended daylight hours and excessive inclement weather, work times MAY be extended from 5:00 p.m. to 6:00 p.m. with written authorization from the Project Manager. However, no work may be performed before sunrise or after sundown. Note: Special care should be taken to insure that the landscape is at its best during the holidays for example, Thanksgiving, Christmas, and Easter.
E. Liability for Injury or Damage: Inspection and approval of the successful Bidder’s equipment by the COUNTY shall not relieve the successful Bidder of responsibility or liability for injury to persons or damage to property caused by the improper operation of the equipment.
F. Personnel: The personnel who perform these services shall be under the sole responsibility of the successful Bidder.
Personnel shall be supervised at all times. The successful Bidder personnel shall be competent, experienced, courteous, neatly dressed and skilled in lawn, plant and grounds maintenance. The successful Bidder’s personnel shall present a neat appearance and be easily recognized. This may be accomplished by wearing distinctive clothing bearing the company name or by wearing appropriate badges that contain the company and employee name.
G. Clean-up Costs: During the first month of service for all work areas, the successful Bidder shall be responsible for bringing all areas specified in the agreement up to a maintenance standard. All costs of reclaiming these areas shall be included in the per cycle service cost. No additional compensation will be given to the successful Bidder to bring specified areas up to a maintainable level. All work areas shall be considered provided by the COUNTY in an “as is” condition. One time clean-up cost may be required for new service areas that may be added at a later date, and which require extensive clean-up to bring to a maintenance standard. The COUNTY will obtain quotes from awarded successful Bidder and other contactors to perform clean-up work.
H. Site Conditions: It is the responsibility of the successful Bidder to visit each mowing location listed in these specifications to determine the full extent of labor, equipment and materials, which will be needed to fulfill the requirements outlined within this Agreement. Failure to do so shall not release the successful Bidder from performing the work required by these specifications.
I. Public Emergencies: It is hereby made a part of this bid that before, during, and after a public emergency, disaster, hurricane, tornado, flood, or other acts of God, Osceola County shall require a “First Priority” for goods and services.
It is vital and imperative that the health, safety, and welfare of the citizens of Osceola COUNTY are protected from any emergency situation that threatens public health and safety as determined by the COUNTY. The successful Bidder
Rev 10 -2025 3 agrees to rent/sell/lease all goods and services to the COUNTY or governmental entities on a “first priority” basis. The COUNTY expects to pay contractual prices for all products and/or services under the awarded Agreement in the event of a disaster, emergency, hurricane, tornado, flood, or other acts of God. Should the successful Bidder provide the COUNTY with products and/or services not under the awarded Agreement, the COUNTY expects to pay a fair and reasonable price for all products and/or services rendered or contracted in the event of a disaster, emergency, hurricane, tornado, flood, or other acts of God.
J. Standards of Work: The standards of service provided by the successful Bidder shall be equal to COUNTY standards and those normally expected of a competent firm engaged in the landscape maintenance/mowing service business.
The standards of service provided by the successful Bidder should result in grounds that reflect and enhance the high-quality, professional image of the surrounding areas. The successful Bidder shall complete all services for a specified service area as outlined in the service schedule agreed to between the COUNTY and the successful Bidder upon the award of the agreement. The successful Bidder shall perform services as outlined in the schedule of services for the particular area on a weekly basis. Areas to be maintained have been determined by Special Assessments and vary in size and description of work required. Pricing is not based on acreage serviced but on service to the designated service area as a unit.
At the end of each workday, the crew leader or supervisor must email a summary of the work performed that day.
This report will allow inspectors to verify the work the following day.
1) Quality Control Plan: The successful Bidder shall establish and maintain a quality control plan to ensure the requirements of the agreement are provided as specified.
2) Checklist: The COUNTY will provide a checklist to the Contractor. The Contractor shall complete a checklist for each site, showing each required function (mowing, edging, etc.) was satisfactorily completed each visit or stating why completion was not possible. The checklist should also show any problem or potential problem areas and include comments or suggestions that may enhance the appearance of the site, or which may be of general interest to the COUNTY. The checklist shall be submitted as the service is completed to the Project Manager. This checklist should be faxed to 407-742-1800 or emailed to SAinvoicing@Osceola.org by 5:00 p.m.
on a weekly basis. No payment will be made without this checklist.
3) Inspection of Services: Sites will be inspected for successful Bidder’s compliance prior to acceptance of services rendered. If deficiencies are noted, the Project Manager shall notify successful Bidder of the specific deficiencies in writing. Acceptance and payment of service will not be given until all deficiencies have been rectified or the areas showing deficiencies will be deducted from the submitted invoice prior to payment.
K. Damage to Retention/Detention Areas/ County Property: Care is to be taken at all times to prevent damage to facilities or structures on site, both public and private, including but not limited to, signage, lighting, benches, private and public fencing, sidewalks, curbing, culverts, inlet and outlet structures. Any existing damage is to be reported immediately to the Project Manager. Damage attributed to the successful Bidder or their agents, due to wrongful or negligent acts, will be repaired and deducted from payment due to the successful Bidder. Ground cover around areas to be mowed shall remain free of damage at all times. The successful Bidder shall repair at his expense any areas where tractors or smaller mowers have damaged ground cover by sliding down sloped embankments, become submerged in water saturated soil, leaving deep tire or other equipment related impressions thus forcing underlying soil or earth materials to become exposed to the surface. In cases where the weight of the mowing equipment will damage ground cover, areas inaccessible to mowing tractors or in areas where the slope is too steep to operate
Rev 10 -2025 4 landscaping equipment, grass or brush trimmers, edgers or weed whackers are expected to be used in order to comply with the specification of this Agreement.
L. Safety: The successful Bidder shall exercise proper safety procedures which are in accordance with all state, local, and OSHA regulations or standards. All materials and work performed will meet all Federal Health and Safety laws currently in effect. In addition, the successful Bidder shall provide and ensure the wearing of protective clothing, masks, eye protection, etc. as required by law, regulations, ordinances and/or manufacturer instructions for materials and equipment. The successful Bidder shall take all necessary precautions for the safety of his/her employees on the job and of the general public.
M. Traffic Flow: The successful Bidder shall maintain a clear, well-defined method of traffic control at all times while performing the work and shall be consistent with current requirements as established in FDOT standard indexes 600-
651. The successful Bidder will not be allowed to block pedestrian walkways, park benches, or impede the flow of vehicular traffic in any manner.
N. Successful Bidders Work Plan: The successful Bidder shall furnish a complete proposal of his/her plan for accomplishing the required work, including a list of the equipment and personnel intended to be used.
1) Inspection and Unsatisfactory Work: During periods of landscape maintenance operations, the successful Bidder shall daily consult with the COUNTY Special Assessments Office for inspection and tentative approval of work quality being accomplished. In the event of unsatisfactory work, the successful Bidder shall perform whatever work is necessary without additional compensation. Inspections will be performed periodically. The Contractor will also be subjected to observation by the homeowners living within the MSBU.
2) Work Interruptions/Impediments: When work by COUNTY employees, by other successful Bidders or weather conditions of a temporary nature, prevent the successful Bidder from servicing any area, additional time will be permitted to complete the work. Grassed areas that are normally mowed which are saturated with standing water to the point where, in the opinion of the COUNTY, equipment may not be used without excessive damage to the turf, shall not be mowed when such conditions exist. These areas shall be mowed during subsequent servicing or when requested by Project Manager.
3) Inability to Maintain: At no time are any areas to be left uncut or not maintained without the express written authorization of the Project Manager. The successful Bidder is expected to notify the Project Manager when maintained areas are blocked by debris of sufficient size as not to be considered normal trash.
O. Weighted Values of Service: To facilitate service acceptance and to allow specific service additions/deletions and/or nonpayment for inadequate services, each area has been assigned weighted values by the COUNTY.
a. Mowing 40%
b. Inlet / Outlet Structure Cleaning 10%
c. Litter and Debris Removal 20%
d. Edging 10%
e. Weeding (mechanical or hand) 20%

Unit Service Area.
P. Payment: The area to be maintained has been predetermined and detailed within this document. Payments will be made once the services are completed and accepted by the Project Manager, provided that no deductions are being made for work not performed under the bid provisions. Payments shall be full compensation for furnishing all equipment, labor, materials, supervision, and incidental supplies necessary to complete specified landscape maintenance operations.
Q. Mowing: The successful Bidder shall accomplish mowing using equipment suitable to perform the required operations in the time frame specified. The areas to be mowed vary in size and in description of the work required in each area. The number and timing of mowing services will depend on the growth conditions of the grass during the season. Mowing shall be done to keep the grass at the specified uniform height. All St. Augustine grass shall be maintained at a maximum height of 4 inches, while Bahia grass shall be maintained at a height of 2.5 inches to 3 inches. The approved minimum mowing services expected in this bid are that all areas will be serviced as outlined on schedule. The successful Bidder shall provide with this bid a schedule of services which will be accepted or modified by Special Assessments and the successful Bidder upon the award of the agreement.
1) Mowing is generally limited to mowing areas of shoulders, front and back slopes of less than or equal to 3:1 slope, retention ponds, roadside ditch bottoms, raised median islands and various width utility strips and similar areas. Slope mowing is generally limited to slopes greater or steeper than 3:1 and are relatively inaccessible to the use of conventional mowing equipment, e.g. steep slopes, retention ponds and shores, bridges, overpass banks, canal banks, etc. These types of areas will normally require equipment specifically designed for this type of work. When slope mowing is performed, it shall incorporate the use of string trimmers to protect the integrity of the slope and prevent damage to the turf.
2) Sign posts, guardrails, trees, retention pond outfall structures, fences, shrubs, plants, light poles or other obstacles to mowing shall be hand mowed or trimmed around as necessary to present a groomed appearance.
Any damage that occurs to plants, trees, shrubs, mulched beds, tree rings etc., will be repaired or restored at no additional expense to the COUNTY. Mowing shall include, but is not limited to, mowing, edging, weeding, trimming, tree pruning, and the removal of trash and debris.
3) All grass between the boundary of the retention or detention area and the water’s edge shall be cut. Weeds, brush and tall grasses are not permitted to remain uncut along the water’s edge. This is the standard for all storm-water retention ponds.
4) The successful Bidder shall ensure all clippings are blown away from private properties and stormwater ponds.
5) Mowing of Storm-water ponds: Service shall include maintenance of retention ponds, detention areas and access easements. Areas to be mowed extend from the private property boundaries to the water’s edge.
Trimming is a requirement of the Agreement and will include, but is not limited to, along the water’s edge, along fencing, under and around guardrails or signposts, and around bushes, trees and storm-water structures. Prior to each mowing cycle, all debris and litter shall be removed and properly disposed of from embankments and access easements. When actively mowing, grass clippings shall be directed away from storm-water ponds, drainage and pipes. All inlet and outlet structures are to be maintained. Inlet and outlet structures are defined as, but not limited to, drainage pipes, culverts, control structures, energy dissipaters, sloughs, spillways, canals, flues, or any other drainage system specifically designed to force water flow into a retention or detention area
Rev 10 -2025 6 and to drain water from it. Weeds, brush and tall grass are to be cut away from all sides of the structures. This is the standard for all retention ponds. The mowing of storm-water ponds shall follow the guidelines set forth in the mowing of common areas set forth herein.
6) Mowing Contours: Mowing areas of different widths shall be connected with smooth flowing curve transitions.
All cuttings shall be performed in such a manner as to result in a stand of mowed grass or vegetation cut uniformly at a nominal height with no streaks. Where landscaping has been established or natural landscaping has been preserved, mowing shall conform to established contours.
7) At no time are any of the wetland/conservation areas to be mowed.
R. Chemicals: There will be no spraying of any area without written authorization from the COUNTY Project Manager.
The successful Bidder must be able to provide proof of license to use chemicals (Roundup) before application. The successful Bidder shall abide by all rules, laws, ordinances and statutes of the State and COUNTY having jurisdiction pertaining to the handling, storage and application of Roundup. The Contractor at his/her expense will replace plants, grass and trees damaged by the improper use of Roundup. Replacements will be the same size and type of those damaged.
S. Edging: The successful Bidder shall edge sidewalk areas, curbs and all other areas with obstacles that have a well-defined border between itself and the sod. Edging means the use of an edger only. All shrub beds, tree rings, sidewalks, curbs, landscape islands, parking lots, and all other areas with obstacle that have a well-defined border between itself and the sod, shall be edged using an edger. Edging will be required for every mowing service, unless otherwise specified.
T. Trimming Equipment: Weed, string, grass trimmers, brush and blade cutters may be used to cut in areas totally inaccessible to mowing equipment in order to meet the requirements of this bid. Inaccessible areas include, but are not limited to water’s edge, inlet and outlet structures, base of walls and fencing, tree rings, irrigation heads and systems, curbs, walkways, lighting and light poles, telephone switch boxes and poles, power transformers, and signs, in order to meet with the requirements of this agreement. However, no shaving or scalping of the grass surface is allowed.
U. Litter & Debris Removal: Litter and debris shall be removed from site during each visit. All litter and debris are to be removed prior to and upon completion of all services. Litter and debris removal includes the pickup, removal and disposal from all areas included in agreement. Litter and debris removal is to include from the ponds’ edge up to a 10 ft. reach into any body of water being serviced. Litter and debris shall include, by way of example but not limitation, bottles, glass, cans, cups, wood, paper scraps, newspapers, magazines, cardboard boxes, branches, clothes (non-excessive) and any and all other non-biodegradable materials which will give the property an objectionable appearance. It is understood that the successful Bidder shall remove any litter and debris prior to mowing that can be torn, ripped scattered or further subdivided by the mowers. The cost of litter and debris removal and disposal shall be included in the service cost.
V. Cuttings and Trimmings: Upon completion of mowing, all grass clippings that are not uniformly distributed and detract from the appearance of the property shall be removed from the site. At no time are the cuttings and clippings to be allowed to get into the retention ponds. Also, at no time, shall clippings be left by private fences. Debris shall not be blown into drains or storm drains inlets. The cost of removal and disposal of clippings and cuttings shall be included in the per cycle contract cost. All clippings shall be kept out of all paved areas, entrance areas and
Rev 10 -2025 7 waterways. Push backs of trees and overgrowth in designated areas need to be maintained. During times of slow or no grass growth during winter months more robust trimmings and push backs are expected.
W. Pruning: All trees shall be kept clear of dead, unsightly, or hazardous limbs up to ten feet (10’) in height and free of dead or cold-damaged branches. Pushbacks of trees and overgrowth in designated areas must be maintained as needed. During periods of slow or no grass growth in the winter months, more robust trimmings and pushbacks are expected. If an inspector identifies any trees requiring attention, the necessary trimming or cutting must be completed within five (5) days of notification.
X. Power Blower: The successful Bidder shall blow off all sidewalks, curbing and entrance areas after completing mowing and edging. All storm drain/grates shall be cleared of debris. When completed, the above specified areas shall be totally free of debris.
Y. Material Approval: All materials and supplies provided must be approved by the Project Manager prior to being used.
The successful Bidder shall submit a product list indicating brand name, trade name or trademark, and material safety data sheet (MSDS), within five (5) business days prior to the agreement commencement date.
Z. Changes to Services: In addition to the basic requirements, additional landscape or mowing services may be needed from time to time. Any costs associated with additional work required, beyond the scope of work specifications, shall be negotiated separately through the COUNTY Special Assessments Office. When additional services are requested, the COUNTY will request quotes from the successful Bidder. If the COUNTY determines the quote is not reasonable and or responsive, the COUNTY reserves the right to procure elsewhere.
AA. Additional Services: In addition to the basic bid requirements, additional landscape work may be needed from time to time. Any costs associated with additional work required, beyond the scope of the bid specifications, shall be negotiated separately through the Special Assessments Department. BB. Equipment: All mowing equipment shall be approved by the COUNTY before it is placed into service. Safety devices shall be properly maintained at all times while the equipment is in use. The successful Bidder shall provide a detailed list of the equipment, which shall be used to provide the contracted services. All equipment listed shall be inspected by the COUNTY as part of the County’s evaluation of successful Bidder’s proposal. If the COUNTY determines that equipment is deficient in safety devices, the successful Bidder shall be notified immediately and shall remove the equipment from service until the deficiency is corrected to the satisfaction of the COUNTY. Equipment that damages turf or pavement in any way shall not be used. The successful Bidder shall be responsible for the maintenance of all their equipment. The COUNTY is not responsible for damage to any and all mowing and maintenance equipment, vehicles, or other equipment the successful Bidder uses to get to or from the job site or uses to perform the services outlined in this agreement. The COUNTY requires the successful Bidder to provide his or her own equipment as the COUNTY will not loan, lend, rent, or provide to the successful Bidder any equipment to perform this agreement. The successful Bidder shall base prices on the understanding that the COUNTY will provide no personnel, equipment, supplies or vehicles to the successful Bidder to use to perform the scope of this agreement.
