This is a Request for Quotation (RFQ) issued by the California Department of State Hospitals (DSH) at the Atascadero facility for the supply of buttermilk biscuits. The solicitation, numbered #25IR024, requests quotes for 240 cases of frozen, pre-baked buttermilk biscuits, with each case containing 150 biscuits (36,000 total biscuits). Biscuits must meet specific nutritional and packaging specifications, including oven-safe tray packaging, approximately 2 ounces each, 140-170 calories per biscuit, no more than 30 grams of carbohydrates per serving, no artificial trans-fats, and no more than 350 mg of sodium per biscuit. The contract period runs from January 1, 2026, through June 30, 2026, with monthly deliveries to the DSH-Atascadero receiving dock (Monday-Friday, 7:00 AM-3:00 PM PST). Quotations are due by December 1, 2025, at 3:00 PM PST, with evaluation scheduled for December 2, 2025. Award will be made to the lowest cost vendor.

The solicitation is a competitive, advertised procurement evaluated on a low-cost basis. Bidders must submit required forms including the Bidder Declaration Form, Payee Data Record (STD204), Darfur Contracting Act Certification, DVBE Declarations Form (STD843), and Recycled Content Certification Form. A Disabled Veteran Business Enterprise (DVBE) incentive is available, offering price reductions of 3% to 5% based on DVBE participation levels, though the DVBE Program requirement is waived for this solicitation. Small business preferences are available per California guidelines. Recycled products must be offered to the maximum extent economically feasible, and DSH reserves the right to award based on recycled content at no more than 10% greater cost than non-recycled alternatives. Bidders must also disclose any use of generative AI technology or face disqualification. Quantities may be adjusted by up to 15% during contract duration, and bidders must provide nutritional information and ingredient lists with their submissions.
