About this file

This is an amendment to RFQ 2510 ERO issued by the Department of Ecology for the Key Mill Supplemental Environmental Impact Statement (SEIS) project in Ferry County, Washington. The amendment provides access to previous reports and studies via a shared folder, addresses vendor questions about modeling, climate change impacts, and tribal coordination, and revises the RFQ's Statement of Work. The bid due date remains unchanged at February 18, 2025, by 4:00 PM.

The amendment clarifies that some downstream impact modeling has been completed but may require review for sufficiency, with potential contract amendments if additional modeling is needed. It confirms that climate change evaluation is included due to its absence from previous environmental reviews, though no methane or other contaminant concerns exist in the tailings facility. The document also addresses tribal coordination, noting that outreach was completed in November 2024 with no responses received, and that additional Cultural Resources evaluation was deemed unnecessary due to previous reviews of the already-disturbed project areas. The amendment removes the requirement for budget proposals in Task 1(b)(iii), indicating that budgets will be determined during contract negotiations with the successful vendor.

RESPONSES TO VENDOR QUESTIONS:

1. Vendor Question:

It wasn’t clear in the RFQ if modeling associated with potential downstream impacts from the proposed project has already been completed?

Ecology Response: Some modeling associated with inundation of downstream properties and potential water quality implications have been performed. However, part of the initial evaluation by the selected Consultant will be to review existing materials and identify if existing modeling is insufficient or incomplete to properly and completely evaluate potential impacts associated with the proposed increase in TSF storage capacity.

We do not currently anticipate that additional modeling or technical studies will need to be prepared, but we want to make sure that our SEIS is defensible. We are open to a future contract amendment, if needed.

2. Vendor Question:

From a climate change perspective, is the issue related to potential contaminants within the tailings facility, for example methane? Or is it really related to construction?

Ecology Response: Climate change is included because previous environmental reviews were completed at a time when climate change was not commonly evaluated as part of the environmental review process. Part of the initial evaluation by the selected Consultant will be to review existing materials and identify whether or not there are potential impacts relative to climate change associated with extending the life of existing facility operations as a result of the proposed project. We are not aware of any contaminants, such as methane, within the tailings facility that would contribute to climate change.

3. Vendor Question:

Curious to know if your project requires any welded/bolted carbon or stainless-steel tanks?

Ecology Response: No; this project does not require any welded/bolted carbon or stainless-steel tanks.

4. Vendor Question:

We are requesting clarification on Tribal Coordination and cultural and tribal elements of the SEIS.

a. When is/was the Tribal Coordination scoping period?

b. Cultural and Tribal elements of the environment were not identified in the RFQ as elements needing updated analysis; what was that based on if Tribal Coordination isn’t complete yet.

Ecology Response: Ecology made the determination that a formal scoping period was not needed for the proposed project, as we identified environmental resources that may have impacts due to the scope of proposed project activities. Ecology completed Tribal outreach in November 2024 and did not receive any responses back from Tribes identifying items of concern.

Project activities associated with the proposed tailings stack raise are limited to areas at the Key Mill site that have already been disturbed and have gone through previous environmental reviews, including Cultural Resources. Ecology determined that additional Cultural Resources evaluation is not warranted.

REVISED LANGUAGE:

Deleted text is indicated with strike through (sample) and new text is indicated with underlined (sample).

1. RFQ, Appendix I, Statement of Work and Deliverables, Task 1(b)(iii): Development of Project Plan, revised language:

“Contractor’s budget proposal for execution of the remaining tasks, to include expected duration and person-hours necessary.”

This item has been stricken from the RFQ, as the budget to complete all Tasks identified in the RFQ will be identified through Contract Negotiations with the Apparent Successful Vendor. We encourage Vendors to review previous Environmental Review documents, technical studies, and other reports linked above at the Echo Bay Key Mill shared folder.
