About this file

This document is a Request for Qualifications (RFQ) issued by the Canaveral Port Authority for North Cargo Pier 1 & 2 Rehabilitation Design and Permitting Services, solicitation number PUR-RFQ-25-7. The project involves professional waterside engineering design, permitting, and construction administration services for rehabilitating two cargo piers located on the north side of Port Canaveral. The RFQ was issued on August 1, 2025, with responses due on August 29, 2025 at 2:00 PM. The anticipated design and permitting phase will be completed by August 2026, with construction solicitation expected to begin in September 2026 and the construction contract anticipated to be awarded in October 2026.

The RFQ requires proposing firms to have at least ten years of experience in port marine environments, with specific qualifications including professionally certified divers, deep water port pier design experience, knowledge of cargo vessel interface requirements, and expertise in corrosion protection techniques. Firms must demonstrate successful marine structure permitting in Florida and provide references from at least three similar projects. The selection process will involve a comprehensive evaluation of submissions, with potential oral presentations or interviews, and will be scored across multiple categories including qualifications, references, approach, methodology, and personnel experience. The total possible points for evaluation is 100, with scoring being subjective and without a predetermined model.

PUR-RFQ-25-7/ PN-25-038

PURPOSE

The purpose of this Request for Qualifications (RFQ) is to select the most highly qualified Firm to provide the requested services. Proposals will be reviewed and evaluated as qualifications to perform the services required by a Selection Committee consisting of Canaveral Port Authority (CPA) staff. The selection committee will make a recommendation and present it to the Canaveral Port Authority Board of Commissioners for approval.

BACKGROUND

This document shall serve to provide interested parties with specific information as to the Procedures for Selection of a Waterside Engineering firm where the method of compensation is a Negotiated Fee or other method of compensation depending upon the scope of services. These services will be acquired in compliance with the Consultants Competitive Negotiations Act, Florida Statues 287.055 and will be awarded to only one Firm.

In determining whether a Firm is qualified, the Canaveral Port Authority shall consider such factors as the ability of professional personnel; past performance; willingness to meet time and budget requirements;

location of supporting office and staff; recent, current, and projected workloads of the Firm.

PROJECT DESCRIPTION

The Canaveral Port Authority seeks Engineering firms interested in providing professional Waterside Engineering Design, Permitting and Construction Administration Services for the rehabilitation of two cargo piers at the north side of the port.

Project Name: North Cargo Pier 1 & 2 Rehabilitation Design and Permitting Services

MINIMUM CRITERIA

At a minimum, the firms proposing shall have at least ten (10) years of experience in working in a port marine environment for the scope of work below and must provide references of at least 3, ideally 5, prior successful similar projects of similar budget, with at least one (1) project with soil characteristics such as sand, soft and hard clay. The consultant will provide the appropriate professional experienced staff to meet the requirements of the Authority. The firm and all subconsultants shall have an office within 200 miles from Port Canaveral and demonstrate that they would be able to provide services in a timely manner. All responding consultant firms shall have demonstrative experience in seaport planning and development projects as outlined below.

1. Professional Engineers who are also commercially certified divers to perform underwater inspections of the marine construction.

2. All Key members of the design team shall have deep water port pier design experience;

3. Demonstrated knowledge of cargo vessel interface requirements with the dock and the terminal, including but not limited to potable water stations, RoRo and fuel operations, and general cargo operations.

4. Demonstrated experience with corrosion protection techniques that will extend the service life of the marine structures and reduce maintenance.

5. Experience with soil-structure interface and long-term settlement in soils with unconsolidated clays.

6. Demonstrated success with obtaining marine structures permits in deep water Florida ports with Florida State and federal permitting agencies.

7. The Project Manager shall have at least 20 years of "hands on" deep water cruise or cargo berth design experience.

8. Protected species design experience.

SCOPE OF SERVICES

Task 1: Design and Permitting

c. Demolition of old concrete pipe supports.

d. Fender replacement and bollards rehabilitation.

e. Concrete cracks, concrete curb, spalls and deck repairs.

f. Improvements to lighting and CCTV systems.

2. Provide plans and specifications for the construction and repairs of NCP 1 and 2. Prepare and submit permit applications and supporting documentation to the applicable jurisdictional regulatory authorities. Provide the necessary signed and sealed sets for all permitting agencies.

Respond to requests for information (RFIs) from the agencies and provide any required follow up information, studies, and data in support of obtaining all required environmental resources and any other project permits or authorizations.

3. Prepare Opinions of Probable Cost for the work at multiple stages throughout design. It is anticipated that the cost projections will be required at the 30/60/90% completion phases.

4. Attend weekly review/coordination meetings with Port staff. These meetings will be requested and conducted by Port staff from project inception to completed drawings.

5. Design and permitting shall be completed to align with the planned solicitation for construction by September 1st, 2026.

1. Coordinate with CPA staff and prepare the bid documents. Provide one electronic set of original plans (both .pdf and CAD) and specifications to be included in the bid set that will be distributed by CPA staff. Provide a minimum but not limited to 4 sets signed and sealed for the contractor to submit for permitting to CPA. Electronic signed and sealed construction set (PDF and CAD) shall be provided. Provide the necessary signed and sealed sets for all permitting agencies. Assist with the preparation of addendums and RFI’s to be distributed by the CPA staff. For definition purposes, Claims Services apply to providing technical support (not legal assistance) in handling disputed matters once a contractor has made written demand for payment or other relief under the contract and submitted it to the Owner’s Project Manager for decision in accordance with their Contract. A claim does not arise solely upon the occurrence of a dispute or controversy.
