About this file

This is Addendum #2 to Request for Qualifications RFQ-25-7 issued by the Canaveral Port Authority (CPA) for North Cargo Pier 1 & 2 Rehabilitation Design and Permitting Services. The addendum, released August 22, 2025, incorporates updated contract provisions related to FDOT grant funding requirements that will be incorporated into the final agreement with the selected awardee. The addendum does not specify changes to project scope, deliverables, response dates, or contract award timelines; however, it establishes that all bidders must acknowledge receipt of the addendum by addendum number and date on their bid form, with failure to do so potentially resulting in disqualification.

The addendum outlines mandatory FDOT grant compliance requirements for the awardee, including five-year record retention of project costs, certification of all necessary permits, and adherence to Disadvantaged Business Enterprise participation policies under 49 C.F.R. Part 26. The awardee must comply with prohibitions regarding convicted vendors, discriminatory vendors, non-responsible contractors, and unauthorized aliens, with mandatory E-Verify utilization for all employees and subcontractors. The design professional must execute FDOT's Engineer's Certification of Compliance form and certify that all design plans comply with federal, state, local, and professional standards, including the Florida Green Book and Manual on Uniform Traffic Control Devices. Third-party contracts require FDOT approval except for state or intergovernmental contracts, services under $5,000 excluding engineering consultant services, construction change orders under $5,000, and contracts up to Category Three thresholds. Insurance requirements include Commercial General Liability coverage of not less than $1,000,000 per occurrence and $5,000,000 annual aggregate, with FDOT listed as an additional insured, Workers' Compensation Insurance in accordance with Florida law, and 10-day notice of cancellation requirements. The awardee must indemnify CPA and FDOT to the fullest extent permitted by law for liabilities caused by the contractor's negligence, recklessness, or intentional wrongful misconduct.
