About this file
This document is an Addendum #1 for a Request for Qualifications (RFQ) issued by the Canaveral Port Authority for North Cargo Pier 1 & 2 Rehabilitation Design and Permitting Services, identified as RFQ-25-7 / PN-25-038. The addendum, dated August 15, 2025, modifies the original bidding documents by replacing two key sections: the Qualification Package Guidelines - Tabbed Sections, General Requirements and the Guidelines - Interviews/Oral Presentations. The solicitation seeks design and permitting services for rehabilitating cargo piers, with a comprehensive qualification process that includes detailed requirements for submitting proposal packages across 17 different tabs covering areas such as firm experience, project approach, regulatory knowledge, team qualifications, and various administrative documentations.
The qualification package will be evaluated subjectively across 100 total points, with major scoring categories including Similar Experience (40 points), Organizational Chart and Resumes (30 points), Regulatory Knowledge and Methodology (15 points), and References (15 points). An additional 50 points can be earned through oral presentations, which will focus on the firm's presentation quality and overall approach and methodology. Proposing firms must demonstrate extensive experience in marine infrastructure design, particularly with deep water ports, underwater inspections, corrosion protection, soil-structure interfaces, and permitting processes involving agencies like Army Corps, EPA, NMFS, and FDEP. The selection process includes potential short-listing, interviews, and final recommendations to the Port Authority's Board.
