About this file
This is a bid tabulation document for the City of Sanford, Florida, related to a Construction Management at Risk (CMAR) continuing contract solicitation (RFQ 25/26-06) for professional consulting services. The City solicited proposals from qualified firms licensed to practice in Florida to provide comprehensive construction management services for municipal projects. The solicitation required submissions by January 22, 2026 at 2:00 PM Local Time, with a questions and answers deadline of January 15, 2026. Seventeen vendors submitted proposals in response to the solicitation. The CMAR contract is structured as a non-exclusive continuing contract with an initial term of one year and the potential for up to four additional one-year renewal periods, not to exceed five years total. Construction projects under this contract are limited to those with construction costs not exceeding $6,000,000 and professional service fees not surpassing $500,000, pursuant to Florida Statute 287.055(2)(g).
The bid tabulation identified 17 responding vendors, of which 3 were deemed non-responsive due to missing required forms: DE Scorpio Corporation, McGee Design Builders, Inc., and NuJak Companies, Inc. The remaining 14 responsive vendors were to be advanced to the City Commission for approval, with the notice of intent to award to be determined at that time. Evaluation criteria included firm qualifications and experience (30 points), similar projects and references (20 points), project approach (20 points), personnel and project team experience (25 points), and RFQ response required forms (5 points). No specific budget allocation or set-aside designations were noted in the tabulation. All submittals became public records subject to disclosure under Florida Statute Chapter 119 and the Florida Constitution upon award recommendation or 30 days after opening.
