The addendum clarifies that firms holding current contracts under RFQ 24/25-09 must still submit under this new solicitation to be considered, and the previous RFQ 24/25-09 will continue in parallel. The City will not accept CMAR experience from states outside Florida but will consider "equivalent experience or expertise" demonstrated through multiple years of hands-on professional experience and similar alternative procurement contracts. The evaluation will select a minimum of three and maximum of six proposals for presentations, with the final number of awardees to be determined during the evaluation phase. Proposers must submit six copies of their proposal (one unbound original and five bound copies) plus a digital copy, with submissions limited to 75 pages excluding required attachments. Required insurance includes Commercial General Liability of $1,000,000 per occurrence and aggregate, Workers' Compensation at statutory limits, and Professional Liability coverage. The contract will be non-exclusive, and the City reserves the right to contract with multiple firms for similar services.

SUBJECT: Construction Management at Risk (CMaR) Addendum #1

This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.

I. DUE DATE

This Addendum does change the solicitation due date. As such, the solicitation response is due no later than Thursday, January 22, 2026 at 2:00 PM Local Time.

II. QUESTIONS AND ANSWERS (Q&A)

The City has received the following question(s) concerning the solicitation:

Q1. Has the city elected NOT to renew any of the current CMAR contracts from RFQ 24/25-

09? In other words, if we have a contract from 24/25-09, do we need to submit under this new RFQ 25/26-06?

A1. No. RFQ 24/25-09 will continue. You will need to submit under RFQ 25/26-06 if you would like to be considered.

Q2. Section 1.04.B.4 requires 5 years of CMAR experience with City and County governments within the State of Florida. Will the City consider amending this to accept CMAR experience from other states as an acceptable demonstration of experience?

A2. Per Section 1.04.B.4, the City will not accept experience from other states.

Q3. Section 1.04.B.4 requires five years or equivalent experience or expertise associated with

CMAR`s within Florida. What would constitute "equivalent experience or expertise"? Is this referring to other types of alternative procurement contracts?

A3. An example of “equivalent experience or expertise” would be multiple years of hands-on professional experience in the relevant field versus educational credentials. Similar procurement contracts would be considered as relevant experience.

Q4. The draft contract and bond file does not download a file able to be opened. Can this be re-uploaded please?

Q5. Please clarify question #1. If we are currently under contract from RFQ 24/25-09, do we need to submit under RFQ 25/26-06?

A5. Yes you will need to submit under this solicitation, even if you were previously awarded a different contract.

Q6. What is the City`s capital improvement plan for the next +/- 5 years? 2. Can you provide a list of anticipated projects to be awarded via this RFQ selection? 2. How many CMs do you plan to select under this RFQ? 3. How is work awarded if we are selected?

A6. The capital improvement plan for the next 5+/- years can be located on City of Sanford website (https://sanfordfl.gov/government/finance/) or requested from the City’s Finance Department.

A list of projects for this solicitation can be found on pages 15-17 of the solicitation.

Page 30 Section 5.05 references a minimum of 3 and maximum of 6 proposals can be selected.

Please note that is the initial selection the number of awardees will be discussed during the evaluation phase.

Q7. How many CM firms does the committee plan on awarding? According to Sections 5.05 and 4.09, the committee is tasked with selecting a minimum of three (3) and a maximum of six (6) of the proposals submitted for presentations. However, based on past RFQs, up to ten (10) firms were awarded for the same continuing services contract with the same RFQ language.

A7. The solicitation references a minimum of 3 and maximum of 6 proposals can be selected. Please note the initial selection the number of awardees will be discussed during the evaluation phase.
