About this file

This is a Request for Qualifications (RFQ) issued by the City of Sanford's Finance Department and Purchasing Division in Florida for the Historic Goldsboro Art Design project. The RFQ seeks qualified firms to design, fabricate, and install a permanent exhibit in the City Hall lobby that celebrates the history of Goldsboro, the second incorporated African American municipality in Florida, established on December 1, 1891. The exhibit will focus on the incorporation period from 1891 to 1911 and the subsequent dissolution of Goldsboro's incorporation by the Florida Legislature. The project requires collaborative design with the Race Equality, Equity, and Inclusion Committee and city museum staff, with an approximately 8' x 8' exhibit that incorporates narratives, artifacts, and imagery. The final exhibit must be installed by November 15, 2025, with proposals due on April 17, 2025.

The RFQ outlines a comprehensive evaluation process with 100 possible points, focusing on the firm's qualifications, similar project experience, project approach, and required documentation. Proposers must demonstrate at least three years of business experience, proper licensing, and the ability to create an engaging, accessible exhibit that respects the cultural heritage of the Goldsboro community. The contract is structured as a one-time purchase with potential for one-year renewal periods, not to exceed a total of three years. Proposers must submit six copies of their proposal, including an unbound original, five bound copies, and a digital version, along with various required forms such as non-collusion affidavits, conflict of interest statements, and proof of business licensing.
