1. GENERAL PROJECT INFORMATION
Project Background:
Fairburn, Georgia, is a captivating city nestled in Fulton County, and exudes a delightful blend of historic charm and modern vitality.
Fairburn boasts a rich tapestry of history dating back to its founding in 1833. Its origins as a vital stop along the Atlanta & West Point Railroad has left an indelible mark, evident in the meticulously preserved architecture and character that graces the downtown area.
Fairburn is situated just seventeen miles southwest of Downtown Atlanta, and around 10 miles south of the world’s busiest airport, Hartsfield-Jackson Atlanta International Airport. Fairburn’s adjacent sister-cities include Union City (to the northeast), Palmetto (to the southwest) and Tyrone (to the south). Fairburn’s Historic Downtown District is listed in the National Register of Historic Places.
With a population just under 17,000, Fairburn embraces growth while valuing its cultural heritage. The historic downtown beckons with its quaint streets adorned with antique shops, local boutiques, and diverse eateries that offer a taste of the local flavors. Fairburn's commitment to the arts is reflected in its burgeoning creative community, evident through art events, exhibitions, and cultural celebrations that color the city's landscape.
Project Description:
The proposed project is to construct a new combined Public Safety Complex on the current site located at the corner of W Broad Street and Virlyn B Smith Road in Fairburn. Currently Police and Fire are located on separate campuses. Staffing needs have exceeded available space. Both facilities currently lack the necessary training spaces, parking, and security required. The program objectives are to combine Police and Fire into a unified campus—one that has shared, but separate space-based needs for both Police and Fire, enhance security through secured parking and Complex improvements, provide on-site training facilities, space to accommodate future increased staffing, and provide community space for public events and meetings.
This proposal is to develop and design a Public Safety Complex for the City of Fairburn with at least the Following items –
• State of the Art Police Department Headquarters.
• Construction of New Fire Department Headquarters
• Construction of a New Fire Station # 22
• Fueling Station with at least Two gasoline dispensers and one diesel dispenser
• Provide access to property on W Broad Street and Virlyn B Smith Road
Public Safety Complex and its buildings need to include “Green” environmental sustainability and low impact features.
The proposals should provide pricing for each phase, design, and Construction. Also, estimates/allowances for any commissioning needed.
Project Delivery Method The delivery method for this Project will be construction management at-risk/general contractor (CM/GC), and, at a minimum, will employ the services of a Design Professional and a Commissioning Agent, in addition to the services of a CM/GC.
Project Budget The preliminary stated construction cost limitation (SCL) for the Project is estimated to be in the $16,000,000 range. The final SCL may differ due to actual program requirements, funding, and other circumstances.
Project Schedule The Professional Design services commenced in February 2024 and will be completed March 2025.
Construction should start thereafter. (Note: All of the dates indicated in this section are estimates and as such are subject to change.)
Limited CM/GC Services The Construction Management Contract with the selected CM/GC will initially be limited to providing preconstruction services only during the design phase of the project. The prospective CM/GC will provide preconstruction services which may include technical review, cost verification, cost evaluation, value engineering, schedule development, and schedule evaluation.
The CM/GC services beyond preconstruction phase will be considered optional and at the sole discretion of the Owner. Construction funding has currently not been made available for this project and the Owner makes no assurances that construction for the project will be funded. Firms should also be aware that there could be a delay between preconstruction and the notice to proceed with construction, depending upon the ultimate funding schedule for the project.
2. PRE-PROPOSAL SITE VISIT
A pre-proposal site visit will be conducted by the Owner and, if so, attendance of the shortlisted firms will be mandatory. The date for the site visit is tentative and the qualified firm will be notified. The site visitors will convene at a time and location to be determined and communicated in the Notice to Finalists. Additional information, including some program, plans, and drawings, may be available at the site visit for finalist review.
The Owner reserves the right to disqualify a proposer from the selection process due to a failure by a proposer to arrive for the site visit by the scheduled time. Failure to attend a mandatory site visit will automatically result in disqualification from the selection process.

Labeling information provided in submittals “proprietary” or “confidential,” or any other designation of restricted use will not protect the information from public view. Subject to the provisions of the Open Records Act, the details of the proposal documents will remain confidential until the final award.
Award Conditions This request is not an offer to contract or a solicitation of bids. This request and any proposal submitted in response, regardless of whether the proposal is determined to be the best proposal, is not binding upon the Owner and does not obligate the Owner to procure or contract for any services. Neither the Owner nor any party submitting a response will be bound unless and until a written contract mutually accepted by both parties is negotiated as to its terms and conditions and is signed by the Owner and a party containing such terms and conditions as are negotiated between those parties. Small and Minority Business Enterprise It is the policy of the state of Georgia that minority-owned business enterprises (MBE), woman-owned business enterprises (WBE) and small business enterprises (SBE), have a fair and equal opportunity to participate in the purchasing process. Therefore, the Owner encourages all MBE, WBE and SBE to compete for contracts to provide goods, services, and construction, and encourages contractors to solicit MBE, WBE and SBE in procuring subcontractors and suppliers.
